BAR 141999 <br />BOOK 76 f'Arf.390 <br />Commissioner Scurlock emphasized that the law enforcement <br />budget is taking up all our funding resources, and pointed out <br />that after all the money that has been pumped into law <br />enforcement in this country, the situation has gotten worse, not <br />better. <br />Commissioner Bowman understood that one of the reasons for <br />the blockade/work program facility is to save money, and Chairman <br />Wheeler explained that the cost could be compared to what it <br />costs for 3 beds in our current facility. <br />We are looking at $5.7 <br />million to build Phase 111, a 52 -bed facility, and the <br />preliminary cost for this type of facility is $130,000. The <br />prisoners would be housed in dorm fashion with no air <br />conditioning, no frills. This would be minimum, medium security. <br />If they want to run, let them run, <br />and then they can be arrested <br />and taken over to the maximum security system. We would have <br />guards and fences, but we are not going to be housing murderers, <br />rapists, or other dangerous criminals. We need to do something <br />to get these people off the streets. <br />THE CHAIRMAN CALLED FOR THE QUESTION. The Motion <br />was voted on and carried unanimously. <br />Item - Drug Abuse Trust Fund <br />Attorney Vitunac advised that the ordinance has been <br />prepared and will be coming before the Board shortly. <br />Item m #3 - Gaintime <br />Commissioner Bird felt there should be something positive <br />about gaintime, and Attorney Vitunac explained that the positive <br />effects of gaintime will still be there since the prisoners will <br />still accumulate time. They just won't get to use it until there <br />-is a surplus of prisoners. <br />Commissioner Bird didn't think he knew enough about the <br />merits of gaintime to sit here today and authorize the County <br />42 <br />
