She agreed that phase <br />needs to be done quickly, but she was not sure that all the rest <br />of this needs to go out to a consultant. <br />Commissioner Scurlock asked if we can get a critical path, <br />and Director Pinto believed we can but asked why not approve this <br />based on going phase by phase and when one phase is completed, <br />staff will come back to the Board. <br />Commissioner Scurlock felt if we could get a critical path <br />and get a time frame to complete Phase 1; then staff could always <br />come back to the Board based on that critical path to get the <br />final okay to go to the next phase. <br />Administrator Chandler knew we are getting very concerned <br />about time because of the need to have the plan in by July 1st, <br />but because of all the questions being raised on the time <br />element, suggested that staff just resubmit it next week for <br />final approval. <br />Commissioner Eggert stressed that it was not just the time <br />element; she just was not sure that this needs to go out of house <br />on all of these phases. <br />Administrator Chandler was concerned that people are <br />oversimplifying what we need to get into and what that potential <br />impact may be. He believed there is no doubt that the markets <br />are going to dry up and that there will be a financial impact, <br />and we need to be sure that when we approve this particular plan <br />and submit it to the state that everyone is aware of the cost and <br />if there is going to be any impact on the manner in which we <br />collect in the unincorporated area. <br />Commissioner Eggert emphasized that she did not disagree <br />with any of that; she just did not feel the Board has been given <br />what they asked for last week. <br />Commissioner Scurlock suggested that we authorize staff's <br />recommendation and make it clear that the Administrator has the <br />ability to direct the phasing of the scope of work, and if he <br />40 <br />
