General Services Director Sonny Dean advised that the <br />architect has said that he can design this building whereby we <br />would increase the square footage from 25,500 sq. ft. to 35,050 <br />sq. ft. without erasing the footprint of the original building. <br />With respect to the fees, we negotiated the architect down from <br />$132,000 to $110,200. <br />Commissioner Scurlock understood that we are not incurring <br />another $110,000 expense because we failed to move ahead. <br />Administrator Chandler wanted to clarify that because if the <br />Commission had asked the architect to start a new building from <br />scratch now, and if we were to use 8% to determine his fee, it <br />would be within what that cost would be. There is no question <br />that it is an increased cost from what it was in 1986 when it was <br />designed. There are two reasons for that. 1) we are adding <br />10,000 square feet for primary care and maternity, and 2) there <br />is some internal realignment from what was designed back in 1986. <br />However, we are at less than if we were to start from scratch <br />today. <br />Dr. Bernard Berman, County Health Director, advised that the <br />need for the additional square footage was not anticipated under <br />the original design, and State -mandated primary care was just <br />being talked about at the time. <br />Commissioner Scurlock wanted that on the record because he <br />didn't want to see in the newspaper that the original design is <br />obsolete and we are spending another $110,000 on changes. <br />Director Dean pointed out that the Veterans Administration, <br />Environmental Health, and Welfare offices, all will be housed in <br />this new building and the County will be saving $61,628 annually <br />in rentals. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />an amendment to the existing contract with Lemuel Ramos <br />and Associates for the additional services at a cost <br />not to exceed $110,200, as recommended by staff. <br />(ADDENDUM TO AGREEMENT BETWEEN OWNER AND ARCHITECT RECEIVED <br />AND ON FILE IN OFFICE OF CLERK TO THE BOARD) <br />62 <br />APR 11 1989 <br />RooK 76 fAEr 578 <br />
