As previously stated, the River Villas I landscape plan <br />overlaps with the marina parking area. Since the Board of <br />County Commissioners required revisions to the River Villas I <br />plan, and because staff has concerns about the total screen- <br />ing of the parking area from Jungle Trail, the landscape plan <br />for the buffer area adjacent to the marina parking site <br />should be revised to provide necessary screening and to <br />ensure consistency with buffer planting requirements <br />specified by the Board of County Commissioners for the River <br />Villas I plan. <br />9. Utilities: The site will be connected to a franchised water <br />service system. Pursuant to the public/private dock ordi- <br />nance recently adopted by the Board of County Commissioners, <br />the facility is required to have a sewage pump -out station. <br />The tank will be located on the east side of Jungle Trail <br />adjacent to the parking lot. Thus, none of the holding tank <br />facility will affect the Jungle Trail buffer area. <br />10. Surrounding Land Use and Zoning: <br />North: Indian River/Jungle Trail <br />South: Indian River/Jungle Trail <br />East: Sea Oaks/RM-6 <br />West: Indian River <br />11. Water Access Requirements: Section 23.3(i)1 requires that <br />two fifteen foot easements to the Indian River be provided or <br />an equal cash contribution be given to the County to satisfy <br />the project requirement for public access to waterbodies. <br />The Public Works director has the discretion of requiring <br />either and would like to have this reviewed by the recreation <br />committee to determine whether the County prefers the access <br />points or the funds. <br />12. Special Exception Criteria: The following apply to the <br />proposed dock facility: <br />1. It must be located in a single-family or multi -family <br />zoning district; <br />2. It must be constructed in association with a multi- <br />family development or a residential subdivision; <br />3. It must be located in water classified as an Aquatic <br />Preserve under Chapter 258, Florida Statues, as it may <br />be amended; <br />4. It must be authorized by all local, state, and federal <br />jurisdictional agencies, or have been granted express <br />waivers therefrom, prior to construction; <br />5. Berthing slips must be made available for renting to the <br />public (natural persons) at large in such quantities or <br />ratio as may be required by the Department of Natural <br />Resources, the Trustees of the Internal Improvement <br />Fund, or both, according to the size of the docking <br />facility; <br />6. Public access to any public/private docking facility <br />shall be in a manner which provides minimum impact to <br />surrounding residential uses; <br />7. Parking shall be provided at the ratio of one space per <br />three berthing slips; and <br />8. Sewage pump -out facilities must be included in public/ <br />private docking facilities. <br />The application meets all of the referenced criteria except <br />for criterion #4, which shall be satisfied prior to site plan <br />release. <br />APR 18 1989 <br />29 BOOK /6 F'4E 618 <br />
