Whispering Pines: <br />Project Area: ±9.8 acres <br />Number of Lots: 34 <br />Lot Size: ±.25 acres <br />Proposed Density: ±3.5 units/acre <br />At its regular meeting of January 22, 1987, the Planning and <br />Zoning Commission granted final plat approval, and the owner's <br />agent, Peterson & Votapka, Inc., is now requesting final plat <br />approval and has submitted the following: <br />1. a final plat in substantial conformance with <br />preliminary plat; <br />2. a certified cost estimate for construction <br />required subdivision improvements; <br />the approved <br />of remaining <br />3. a contract for construction of remaining <br />improvements; <br />4. a Warranty Maintenance Agreement covering publically <br />dedicated improvements (roads, drainage swales, utilities, <br />etc.); and <br />required <br />5. a Performance Bond which guarantees the construction contract <br />and Warranty Maintenance Agreement. <br />The Whispering Pines developer initiated and participated in the <br />petition paving program to pave the roads adjacent to his <br />subdivision which also serve adjacent older lots. The roads have <br />been paved, and the Tax Collector's Office has verified that the <br />developer has paid all assessments due on the Whispering Pines <br />lots at this time. <br />ANALYSIS: <br />1. Utilities: The subdivision will receive water service from <br />Indian River County Utilities Department, and the Environ- <br />mental Health Director has approved the use of individual <br />septic systems for the proposed lots. All utilities <br />construction has been inspected and approved by the County <br />Utilities Department. <br />2.. Public Works: The County's Public Works Department has <br />inspected and approved a majority of the subdivision's <br />required improvements. Pursuant to Section 8(a) of the <br />Subdivision ordinance, the developer has elected to "bond <br />out" for several remaining improvements. These are: seeding <br />and mulching of easement swales and installation of required <br />street lighting. The Public Works Department has reviewed <br />and approved the submitted cost estimate for this work. <br />The developer has also chosen to "bond out" for the required <br />public sidewalks along the subdivision's frontages. Pursuant <br />to Section 10(e)4, the Board has the discretion to grant the <br />applicant a two-year period, after. final inspection of the <br />subdivision improvements, in which to construct the <br />sidewalks. <br />The Public Works Department has reviewed and approved the <br />submitted cost estimate for future sidewalk construction. <br />The Public Works Department has verified that the posted <br />security amount guaranteeing the Warranty Maintenance <br />Agreement is acceptable. <br />APR 18 1989 <br />9 <br />GOOK 76 F.AGE 598 <br />
