At the time of connection of the water and <br />wastewater system to the COUNTY utilities system, WILDER <br />shall transfer ownership of the existing water plant and <br />wastewater treatment plant to the COUNTY for the following <br />amounts: <br />(a) $30,000 credit for the water plant, and <br />(b) $40,000 credit for the wastewater plant, <br />for a total of $70,000 to be applied against the water <br />and/or wastewater impact fees. <br />7.
