6. Environment and Site Conditions: The site is located in the <br />coastal sand ridge area, with site elevations ranging from <br />14' to 28' above MSL. Most of the site is densely wooded <br />with scrub vegetation (oak, hickory, wax myrtle, sand pine), <br />although the southwestern portion of the site contains slash <br />pine and saw palmetto and the northwest corner is cleared of <br />vegetation (excavated years ago). An abandoned residence is <br />located on the site. <br />The PRD process allows greater County control over vegetation <br />preservation than would the normal subdivision approval <br />process. The proposed PRD plan layout provides for 88 <br />buildable lot areas surrounded by common areas and perimeter <br />buffer areas that are to be preserved in the natural state. <br />Thus, the proposed lots are actually building envelopes for <br />detached single-family homes that will be separated by common <br />areas containing scrub vegetation. Also, passive recreation <br />tracts (common areas) are proposed where vegetation will be <br />preserved. Because minimal amounts of fill will be needed <br />for building sites, vegetation preservation is feasible. <br />In the opinion of staff,, the proposed PRD plan allows for <br />greater preservation of vegetation than a normal subdivision <br />plat. <br />7. Landscaping and Buffering: <br />North: 25' perimeter buffer with preserved vegetative <br />screening where vegetation exists, Type "B" <br />buffer installed in cleared areas. <br />South: 25' buffer with preserved vegetation <br />East: 35' buffer and recreation tracts with preserved <br />vegetation <br />West: 25' buffer with preserved vegetation and Type <br />"B" provided in sparsely vegetated spots. <br />Except for walls and fences and other "screening" structures, <br />no structures, including accessory structures such as pools <br />and sheds will be allowed within the perimeter buffer areas. <br />8. Open Space: <br />Required: 40% <br />Provided: 63.3% <br />9. Recreational Space: <br />Required: 45,999 square feet <br />Provided: 48,754 square feet <br />(includes pedestrian paths and wooded, passive park tracts <br />with benches) <br />10. Drainage: The Public Works Department has conceptually <br />approved the proposed drainage plan; a stormwater permit will <br />be issued in conjunction with the land development permit. <br />11. Utilities: Sewer and water services will be provided by <br />Indian River County. The County Utilities department has no <br />objections to project approval. <br />12. Traffic Circulation: The site is to be accessed via a <br />two-way street off of Old Dixie Highway. A private, internal <br />loop road system will provide access to individual lots.
