Traffic Circulation: The project will utilize a 24' wide <br />driveway connection to U.S. Highway #1. The driveway will <br />align with the U.S. #1 median cut for 12th Street S.E. <br />Marginal access along U.S. #1 (easement and driveway) is <br />.being provided to the adjacent phase (north) and the adjacent <br />commercial site (south). Separate parking areas are designed <br />for the office and used car sales uses. <br />8. Off -Street Parking Required: 44 spaces <br />Provided: 48 spaces <br />9. Stormwater Management: The Stormwater Management Plan has <br />been approved by the Public Works Department, and a Type "A" <br />stormwater permit has been issued. <br />10. These utility provisions have been approved by the <br />respective agencies. <br />12. Dedications and Improvements: The developer will be required <br />to provide a marginal access easement along the project's <br />U.S. Highway #1 frontage. The marginal access drive will <br />connect to the existing retail stores' parking area located <br />immediately to the south of the subject site. <br />13. Surrounding Land Use and Zoning: <br />North: Vacant/CG <br />South: Retail Stores/CG <br />East: River Shores subdivision/CL;RS-6 <br />West: FEC RR/NA <br />14. Criteria for used vehicle sales: <br />1. No such establishment shall be permitted on a lot of <br />record having less than ten thousand (10,000) square <br />feet in a CG District or fifteen thousand (15,000) <br />square feet in a CH District. <br />2. All vehicular sales and off-street parking areas shall <br />have paved surfaces which meet the standards of Section <br />24 (f) (1) or (2) . <br />3. No vehicular sales area or structure shall be located <br />closer than twenty-five (25) feet to any property line. <br />4. The site shall provide for separation of vehicular sales <br />areas and off-street parking areas. <br />5. All designated sales areas shall provide for a minimum <br />of three hundred (300) square feet per vehicle. Drives <br />and maneuvering areas shall be designed to permit <br />convenient on-site maneuvering of the vehicles. <br />There have been some differing interpretations among staff as <br />to how the special exception criteria are actually to be <br />applied. It is the opinion of the Assistant County Attorney <br />that this application does not specifically meet .all of the <br />16 <br />
