Mr. Dean agreed it is a sensitive issue and that it is not <br />an easy choice. He noted that he has faith in this developer and <br />is sure they will do a good job and he also has faith that if <br />other municipalities see how strongly the County feels on Jungle <br />Trail, they will cooperate to protect it. Mr. Dean continued to <br />stress that although it is a bit of a card game, he did -not think <br />the cards are stacked and there are alternatives. <br />Bud Kleckner, Chairman of the Indian River County Conserva- <br />tion Committee, a subcommittee of the Turtle Coast Sierra Club, <br />asked that the following letter be made a part of the record: <br />June 20, 1989 <br />The Honorable Gary Wheeler <br />Chairman of the Board of County Commisioners <br />Indian River County Administration Building <br />1840 25th Street <br />Vero Beach, FI.32960 <br />RE -Orchid Island Associates Proposal to Abandon and Realign a <br />Portion of Jungle Trail <br />Dear Gary, <br />I am writing on behalf of the members of the Indian River County <br />Conservation Committee which is a subcommittee of the Turtle <br />Coast Sierra Club. The committee supports the "Jungle Trail - <br />Scenic and Historic Corridor" conceptual plan as developed by the <br />Indian River County Historical Society. We note that the plan has <br />the support of the citizens and elected officials in the major <br />metropolitan areas of Indian River County. We strongly believe <br />that the historical integrity of the trail Is the critical <br />aspect of this plan. <br />We also strongly encourage the County to pursue the activity as <br />stated in the Management Plan, to "...Actively support the <br />historical society's efforts to obtain national register <br />designation for the trail". <br />The Comprehensive Plan designates the northern part of Jungle <br />Trail as a "subdivision collector" road . It carries heavy trunks <br />and equipment used by the citrus grove operators along the <br />trail. This heavy equipment should not use S.R. ALA. In addition, <br />as residential development increases on the northern parts of the <br />barrier island, the need for an alternate route, for use in case <br />there is an accident or other emergency on S.R. ALA, will become <br />necessary. The increased traffic on this portion of the trail is <br />envisioned in the Management Plan. The plan specifies that the <br />County may undertake the following: <br />" Make necessary alignment modifications to correct safety <br />problems on Jungle Trail. Where the public works director <br />identifies safety problems with the trail's alignment, the public <br />works depal�t aunt. will obtain a permit from the planning <br />department to remove vegetation and realign the traveled way <br />within the 40 foot maintenance area to promote safety...." <br />87 POGK 7 7f': ,:F 9"�� <br />JUN 2? 199 <br />
