F, <br />ROOK � 7 FnE 226 <br />The Management Plan states that,"...The basis for the realignment <br />must be traffic safety related and/or enhancement of scenic <br />quality, without jeopardizing historic integrity". We recommend <br />that the County Commissioners deny the Orchid Island Associates <br />proposal to abandon and realign this portion of Jungle Trail, <br />for the following reasons: <br />(i) no traffic safety problem has been identified that could not <br />be better solved by following the Management Plan as quoted <br />above; <br />(2) the proposed realignment destroys the historic integrity of <br />Jungle Trail and thus could Jeopardize both its designation <br />In the National Register and the viability of the " Jungle <br />Trail- Scenic and Historic Corridor" conceptual plan 1 <br />(3) we believe that the natural scenic quality of the trail has <br />already been degraded by the swath that was out through a <br />natural coastal hammock to indicate the proposed realignment. <br />In addition to the above, the Sierra Club recommends the <br />following general points regarding the northern portion of Jungle <br />Trailt <br />(1) that the historic alignment be maintained as indicated by <br />point 12 on the conceptual plan in order to provide a <br />vegetated buffer between the residential development and the <br />historic Pelican Island National Wildlife Refuge; <br />(2) that the oak hammock at point ii and the tropical hammock at <br />point 16 be preserved as indicated in the plan. <br />Sincerly, <br />(3V <br />Z 0 / /4 <br />C. Kleckner, Chairman <br />Indian River County Conservation Committee <br />Mr. Kleckner felt the historic aspect actually depends on <br />who you talk to, but from the safety aspect, he pointed out that <br />we are getting high density on the island and need another route <br />than A -1-A. <br />Commissioner Scurlock saw a natural conflict between pre- <br />serving the Trail and 4-laning it and having a second route. <br />Mr. Kleckner stated that he did not suggest 4 laning or <br />paving it, but just keep it open. We certainly do not want heavy <br />trucks going out on A -1-A. He emphasized that the Sierra Club is <br />concerned that if we tweak a little with the alignment here, we <br />will tweak a little more somewhere else, and it will be <br />completely out of the historic corridor. They are concerned <br />about hammocks being destroyed, and he urged that the Board not <br />rush to make an irreversible decision. <br />88 <br />_I <br />
