Staff would be looking <br />at restricting the recreational use of the western side to docks <br />and the actual use of the river. Condition #3 would restrict and <br />basically prohibit croquet courts and tennis court type of <br />facilities there, and he understood the applicant had raised no <br />objection to any of these conditions at the Planning & Zoning <br />Commission hearing. <br />Commissioner Bird asked the size of the usable land in the <br />western tract, and Mr. Boling explained that the total tract <br />itself is approximately 4 acres, but an environmental survey has <br />not been done to show the exact amount of uplands area. <br />Commissioner Bowman had a real problem with the waivers that <br />have been requested here. It seemed to her that they are trying <br />to pack in as many people as possible in this area, which she <br />believed is completely contrary to the spirit of the Hutchinson <br />Island Management Plan. <br />Robert Keating, Director of Community Development, explained <br />that this is a PRD and they are going through and getting some <br />benefits from the County by some waivers, and this is when you <br />can make trade-offs. <br />Mr. Boling explained that if the developer had come in for <br />site plan approval on a multi -family project, they could have got <br />the same densities. The reason these waivers are applied is <br />because they are platting it and trying to make the units <br />resemble shrunken -down single family residences. <br />Commissioner Scurlock understood then that these densities <br />are no greater than what has been approved on the plan under <br />previous developers, and Mr. Boling stated that is correct. <br />These densities are just under 6 units per acre or 5.99. <br />Director Keating noted that because they are platting, they <br />have to actually plat right-of-way and then we have minimum <br />right-of-way requirements.
