M <br />C. prior to issuance of a land development permit, the <br />developer shall submit a traffic impact analysis report <br />acceptable to the public works director; .any traffic <br />improvements indicated within the accepted report as <br />necessary shall be provided prior to the issuance of a <br />C.O. for the facility. <br />d. If alternative #1 is chosen by the public works direc- <br />tor, then prior to issuance of a C.O. for the facility, <br />the applicant shall escrow funds in the amount of the <br />submitted and accepted certified cost estimate to <br />guarantee construction of the permanent driveway and the <br />deceleration lane off of the Boulevard to the permanent <br />entrance. <br />Stan Boling, Chief of Current Development, noted that two <br />things are different in the information to the Board. He didn't <br />feel that he stressed enough at the last meeting the fact that <br />through the Development Order process there is an existing <br />maintenance facility site on the west side of Indian River <br />Boulevard that would have accessed with the marginal access road <br />to an office parking tract. He pointed out the location of a 21 <br />acre piece which is called out in the D.O. as a golf maintenance <br />facility, and explained that what the D.O. would do is switch <br />those sites -- one would become a larger maintenance facility and <br />would be on the same side as the golf course it would service, and <br />the other space would go to open space for the time being. It <br />would have to come back through for an amendment to the D.O. if it <br />were to go to any other use than open space. Those tracts are <br />surrounded by multi -family development. <br />Commissioner Scurlock hadn't understood when this request <br />came before the Board the first time that there was this other <br />golf maintenance facility site called out in the D.O. 'He <br />understands now that there is a planned facility on the west side <br />and what they are doing, in effect, is moving that facility over <br />to the other side and consolidating the two on the east side into <br />one. <br />Commissioner Eggert understood that another cut in the <br />Boulevard north of this property was approved as part of <br />27 0 ,,.,� <br />AUG 8 ` 989 nog � l �,,,c �� <br />
