M <br />1 <br />M <br />After the slidefilm presention was over and the lights were <br />turned on, Chairman Wheeler stated that he would like to see the <br />site for the DeBartolo mall addressed separately rather than <br />combined with <br />this new <br />Comp <br />Plan <br />since <br />we <br />are <br />talking about a <br />large amount <br />of acreage <br />that <br />has <br />been <br />put <br />into <br />this Comp Plan as <br />designated commercial. Personally, he wished to see that <br />addressed separately and go through all the hoops and look at it <br />under a microscope rather than combine it in with this plan. <br />Director Keating explained that his philosophy was that it <br />should be included since we are doing a whole Comp Plan update <br />and a regional mall is under consideration. The idea was that <br />you still have several other parts in this process whereby it <br />could be thrown out, particularly when the Board will not be <br />making a final decision on this plan until February, 1990. As <br />with the Harbortown mall, his thinking had been that if the <br />DeBartolo project had not gone through the D.R.I. process and had <br />a D.O. there and waiting in February whereby you could put a <br />reverter in there so that this parcel could go back to <br />residential if it wasn't built, then this site could be <br />eliminated at that time. An alternative, as Chairman Wheeler has <br />mentioned, would be to tell the developer to come in separately <br />for a land use plan change and deal with it on that basis. <br />Commissioners Eggert and Scurlock indicated that is what <br />they would like to see happen. <br />Commissioner Scurlock felt that site could be taken out and <br />done concurrently without slowing down the developer at all. <br />Commissioner Eggert's concern was that you wouldn't have the <br />same kind of notice as you would with a separate rezoning and <br />land use amendment. <br />Chairman Wheeler felt that if it is included, the attorneys <br />would use it as leverage to say that since it is designated that <br />way, all that is needed is to rezone it that way. <br />AUG 8 `0989 <br />9 <br />
