OBJECTIVE 1 CONSTRUCTION OF CAPITAL FACILITIES <br />By 1990, the County shall have Capital Improvement systems which <br />identify all existing and future needs and ensure the provision <br />of facilities and services which meet these needs. - NO COMMENT <br />OBJECTIVE 2 DEVELOPMENT IN HIGHHAZARDCOASTAL—AREAS <br />By 1990, the county will have eliminated all public expenditures <br />that subsidize development in high hazard coastal areas. <br />Director Keating explained that this is different than the <br />Hurricane Vulnerability Zone. It is a much narrower area. <br />OBJECTIVE 3 MAINTENANCE OF ESTABLISHED LEVELS -OF -SERVICE <br />By 1991, the county will have land development regulations which <br />ensure that development permits are issued only if infrastructure <br />is available to maintain adopted levels of service. <br />NO COMMENT <br />OBJECTIVE 4 FUTURE DEVELOPMENT'S SHARE OF CAPITAL COSTS <br />The county will have a Capital Improvements program which ensures <br />that future developments bear a proportionate share of the cost <br />of providing the infrastructure required to maintain adopted <br />levels of service standards. - NO COMMENT <br />OBJECTIVE 5 LOCAL GOVERNMENT'S ABILITY TO PROVIDE REQUIRED <br />--------- ------- ------- <br />SERVICES AND FACILITIES <br />The county will have a capacity monitoring system for all <br />improvements and facilities identified in the various elements of <br />the Comprehensive Plan in order to ensure that the county can <br />adequately plan for necessary facility improvements. <br />Mrs. Offutt noted that Policy 5.3 sets priorities for <br />different types of development, and she questioned the rationale <br />whereby new orders permitting redevelopment would take priority <br />over new orders permitting new developments where the applicant <br />agrees to participate in the provision of infrastructure. <br />Director Keating explained that generally with redevelopment <br />you get a better utilization of existing facilities, and also it <br />is more in -fill. <br />AUG 2 3 1�65 9 <br />800 <br />
