"SONNY".DEAN, DIRECTOR <br />DEPARTMENT OF GENERAL SER AES <br />Bou % 9 fry -L 824 <br />SUBJECT: INDIAN RIVER COUNTY COURTHOUSE/JUDICIAL COMPLEX <br />MASTER PLAN CONSULTANT CONTRACT - IRC 88-09 <br />BACKGROUND: <br />At the regular meeting on July 11, 1989, the Indian River Board of <br />County Commissioners authorized staff to negotiate a contract for the <br />subject project with the number one "short listed" consultant, <br />Herbert/Halback, Inc. <br />Staff has reviewed the proposed contract to ascertain adherence to <br />the original scope of work, various tasks, man hours, and cost. The <br />proposal was negotiated to a point were we feel comfortable with the <br />submittal, at a price not to exceed $49,500, based on the outlined <br />Scope of Work. <br />ANALYSIS: <br />It was previously estimated that total cost of this master plan <br />would run in the forty to fifty thousand dollar range. As you can <br />see, we are in this "ball park" at forty-nine thousand five hundred <br />dollars. <br />RECOMMENDATIONS: <br />Staff recommends Board approval of the contract as submitted and <br />authorization for the Chairman to execute the required documents. <br />Commissioner Eggert commented that as she understood this, <br />we are supposed to get our Master Plan back in 8 weeks from <br />today, but Administrator Chandler stated that 18 weeks is the <br />total. He explained that you have different phases, and the <br />last page gives a summary of the total scope of each element and <br />the time element. <br />Commissioner Eggert noted that we then are not talking about <br />seeing this before this year is over. She had thought we were <br />supposed to have it this fall. <br />Administrator Chandler advised that we are off by about 3 <br />weeks from the schedule presented last spring, and part of the <br />delay was that the contract came in after the agenda deadline; he <br />28 <br />
