We have a 5 -year <br />commitment to open the park or the sub -lease agreement with the <br />State will be in violation. <br />Attorney Collins advised that the 5 -year commitment was to <br />have some parking and some dune crossovers to the beach. <br />Continuing with the presentation, Mr. Smith noted that there <br />is a good opportunity here for environmental education because of <br />the sea turtle habitat, and they would like to provide an <br />auditorium showing films on coastal dune ecosystems and sea <br />turtle nesting habitation, and perhaps phamplets for a <br />self -guided nature trail. They also would like to see an <br />observation tower so that you can get the big picture and get <br />above the tree canopy. Mr. Smith felt that there is a need for a <br />graphics package for signage at theentrance to the park and also <br />along AIA. <br />Commissioner Eggert understood that the $42,000 figure shown <br />under the environmental exhibit facility is just for the <br />construction cost of the building, and Mr. Smith responded <br />affirmatively. <br />Director Davis understood that what he is hearing today is <br />that there is to be no RV camping, not so much parking, and not <br />as much regimental parking, and parking under the trees, if <br />possible to provide sheltered parking. <br />Chairman Wheeler disagreed about using the tree canopy for <br />parking, because he would rather see the cars sitting out in the <br />hot sun than the people. <br />Commissioner Bird asked about the zoning on the commercial <br />aspects, and Director Davis explained that it is not intended to <br />be a profitable commercial venture; it is more of an amenity to <br />the recreation use. <br />Commissioner Eggert agreed that we should label the <br />convenience store as a concession stand, and Chairman Wheeler <br />NOV 21 `1(989 <br />39 <br />BOOK <br />78 f; 439 <br />
