_I <br />,�A�9 <br />�b��U <br />BOOK <br />BOOK <br />may, <br />I I iJ C o,� : <br />11 n <br />9 <br />tie into the sewer. <br />Now it comes as a shock to find <br />that new <br />sewer lines are needed and that their part of the assessment will <br />be over $44,000. He wondered if there was going to be any <br />compensation for that, because he felt the whole south county <br />will benefit from this, not just them. <br />Director Davis advised that they didn't receive credits <br />against impact fees for their right-of-way donations. Some of <br />the properties were landlocked and had no road access whatsoever, <br />but the Boulevard enhanced the ability for that property to be <br />accessed. There was questionable access to some of those <br />properties which is now improved. <br />Director Pinto felt there was some misunderstanding here, <br />and stressed that the main burden of the line will be to serve <br />the properties east of the highway, although there are some small <br />properties to the west that will be served also. <br />Commissioner Scurlock understood that this force main will <br />be going through--p-r-0p-erty t -hat could not be serviced by the City <br />of Vero Beach because of the lack of capacity. He felt that is <br />where this all changed, because at one time the City of Vero <br />Beach was considering expanding their capacity, but now all of <br />that has all fallen by the wayside. <br />Director Pinto pointed out that if it wasn't for this line, <br />there would not be sewer available for that area, whether it went <br />north or south, and development of that property is impossible <br />without wastewater service. He noted that when you drive along <br />there, you will see that most of the for -sale signs are <br />advertising that property as having water and sewer available. <br />Quite frankly, they could take those signs down, because <br />wastewater is not available without this line. All we are trying <br />to do is accommodate the need. <br />Chairman Eggert asked if they had considered a 75=25% <br />formula, and Director Pinto advised that they had, but the <br />in-house analysis came out to 80-20%. <br />22 <br />
