OBJECTIVE 10 INTERGOVERNMENTAL COORDINATION <br />By 1992, the county will have a countywide recreation system. <br />- NO COMMENT <br />OBJECTIVE 11 FUNDING <br />By 1995, the county will have a source of funds adequate to meet <br />the needs identified in this element earmarked for recreation. <br />Peter Robinson noted that under Funding, the county is <br />saying you are going to establish a recreation impact fee and <br />then you turn around and say you are going to establish user <br />fees. As a land owner, he believed he could support user fees, <br />but then you turnaround again and say you are going to develop a <br />method to subsidize the recreation fee. <br />Director Davis explained what we are looking at is impact <br />fees for capital facilities and user fees to offset operating <br />costs. <br />Mr. Robinson stressed that his point is that it seems to him <br />the only way you can subsidize recreation user fees is out of the <br />General Fund which comes from ad valorem taxes; so, the land <br />owner who now puts up the impact fee for the capital facility is <br />also going to have to subsidize the user. <br />Commissioner Bird noted that user fees can't support the <br />whole program, and Director Keating further explained that the <br />user fees aren't meant to exclude people who can't afford to go, <br />and this provides the opportunity that, if necessary, we can <br />subsidize. He did not think the General Fund is the only way we <br />can do it; it could be through an MSTU and possibly some other <br />funding mechanisms. <br />OBJECTIVE 12 ARTS AND CULTURAL PROGRAMS <br />By 1991, the county will have a program to facilitate the <br />provision of the arts and cultural activities in the county. <br />POLICY 12.1: The county shall support cultural activities by: <br />Using the county's grant eligibility requirements to <br />acquire funds for cultural events; <br />143 BOOK i" � F'", `r.250 <br />
