Jungle Trail <br />The Jungle Trail runs along the project's southern property line <br />(in two areas) providing a boundary between this development and <br />the Town of Orchid. The Jungle Trail turns north from there as it <br />nears and runs along the Indian River, splitting off a small piece <br />of the development. Thus, the project has significant Jungle <br />Trail frontage, and has frontage on the east and west side of the <br />Trail along the project's westernmost boundary (along the river). <br />Pelican Island Wildlife Refuge (PIWR)_ <br />The project has 4,200 linear feet of frontage on the Indian River <br />and the Pelican Island Wildlife Refuge. The applicant has stated <br />there is a potential for 42 docks and that any docks that may be <br />built would need to be permitted at a later date. The applicant <br />is not seeking approval for any docks at this time. It is the <br />staff's position that the status of the PIWR could affect the <br />riparian rights of owners. As is normal county procedure, the - <br />staff will require documentation in the form of permits before any <br />building permit is issued for a structure which would affect the <br />Refuge. The staff will also enforce requirements that ensure that <br />any mangrove trimming performed to access possible future docks <br />would be the minimum necessary to construct any docks that may be <br />permitted. <br />ANALYSIS: <br />1. Size of Development Area: 405 acres <br />2. Zoning Classification: <br />RS -3; Residential Single Family (up to 3 units/acre) <br />292 acres <br />RS -6; Residential Single Family (up to 6 units/acre) <br />81 acres <br />RM -6; Residential Single Family (up to 6 units/acre <br />31 acres <br />3. Land Use Designation: L-1 Low Density Residential <br />up to 3 units/acre <br />L-2 Low Density Residential <br />up to 6 units/acre <br />4. Proposed Density: 400 units at 0.98 units per acre. <br />5. Surrounding Land Uses: <br />North: Vacant/Grove <br />South: Vacant/Town of Orchid, Orchid development <br />East: Atlantic Ocean <br />West: Indian River/Pelican Island Wildlife Refuge <br />6. Open Space Required: 73.0 acres <br />Provided: 215 acres <br />7. Recreation Space Required: 5.3 acres <br />Provided: 162 acres (includes golf course) <br />8. Proposed Utilities: The County Utilities department has <br />approved the conceptual water and sewer plans. The develop- <br />ment will use treated effluent for irrigation when available. <br />9. Traffic Circulation: The project's S.R. A.1.A. frontage has <br />almost doubled from the original PRD plan area. The appli- <br />cant now proposes 4 access points onto S.R. A.1.A. One <br />improved access point now exists.
