These roads, arranged in a functional <br />hierarchy, vary in right-of-way width from 14' for a common <br />drive to 48' for a "village boulevard". The traffic circu- <br />lation within the village areas will be somewhat restricted, <br />such as in a downtown area. Buildings and pedestrian areas <br />will be close to roadways; some structures (balconies) will <br />overhang into rights-of-way. The applicant has secured the <br />conditional .approval of the Public Works department, Fire <br />department and Emergency Management department for this type <br />of compact, village road design. Public Works has concep- <br />tually approved the entire roadway system layout. <br />-Thoroughfare.Road- <br />Along the northern border of the development is a subdivision <br />collector roadway designated on the Thoroughfare Plan. The <br />applicant has made provisions to accommodate this road <br />right-of-way which provides S.R. A.I.A. access for adjacent <br />parcels that otherwise have frontage only on Jungle' Trail. <br />The applicant has agreed to provide the necessary <br />right-of-way for this road, and is coordinating with an <br />adjacent property owner to share the right-of-way alignment. <br />Approval of this new conceptual plan, like the old one, will <br />need to be with the condition that the developer make ade- <br />quate provisions for the collector road right-of-way. <br />-Traffic Impact Analysis - <br />The applicant has prepared a traffic impact analysis which <br />the Traffic Engineer has reviewed but not yet approved. <br />Further revisions are needed. It appears there will be some <br />improvements (widening and signalization) required at the <br />S.R. A.1.A./C.R. 510 intersection, as well as other traffic <br />improvements. The developer will need to complete the <br />traffic impact analysis to the satisfaction of the Traffic <br />Engineer prior to the issuance of a land development permit, <br />and will need to commit to providing for traffic improvements <br />identified in the approved analysis. <br />10. Parking: Most uses within the project meet the normal <br />minimum parking standards set -forth in the parking ordinance. <br />In the PRD application the applicant is requesting the <br />ability to use shared parking at the Beach Club and Country <br />Club facilities, in order to reduce the normal amount of <br />spaces provided. Approval for such a reduction may be <br />granted only by Board of County Commissioners approval. <br />Preliminary indications via a use/time interval parking table <br />show that a reduction of about 20% of the normally required <br />parking is warranted at each club, given the types of uses at <br />each club and the differing time periods at which the uses <br />generate peak parking demand. The proposed amount of parking <br />will cover the highest peak parking demand of the total <br />facilities, according to the project engineer. Staff has no <br />objection to the parking reduction request for .the club <br />facilities, subject to final approval by the County Traffic <br />Engineer of a detailed parking study provided by the appli- <br />cant at the time of preliminary PRD plan review for each club <br />facility. <br />11. Landscape: The conceptual plan indicates that buffer plant- <br />ings will be provided in the 25' perimeter PRD buffer along <br />the north and south boundaries of the project. The northern <br />planting will be a "type B" buffer which consists of 3' <br />shrubs and a canopy tree every 40'. The buffer on the south <br />side will be a "type B+" buffer which will consist of 4' <br />shrubs and a canopy tree every 40'. <br />The staff also recommends that all trees used to meet the <br />county's landscape requirements be native (e.g. live oak, red <br />bay, cabbage palm, etc.).
