December 20, 2013 <br /> Page 2 of 5 <br /> Audit Review <br /> A Single Audit under Office of Management and Budget(OMB) Circular A-133 must be performed <br /> and submitted to the Department for any Federal Fiscal Year(FFY) during which the subgrant was open and <br /> the total of all federal funds that your community expended during the year was at least$500,000. Audit <br /> reports are due to the Department by June 30 following the end of the fiscal year for which an audit was <br /> required. The audit is submitted to ensure compliance with all federal and state regulations and to ensure that <br /> the local government has taken corrective actions in response to findings from a previous audit report, if <br /> applicable. <br /> The audit for FFY 2013 was submitted and there are no issues. <br /> Equal Employment Opportunity,Section 504/ADA Requirements and Section 3 <br /> Recipients of federal funds must comply with Equal Employment Opportunity(EEO) requirements. <br /> The monitoring consisted of a review of the County's employment policy, employment advertising and hiring <br /> practices. <br /> Section 504 of the Rehabilitation Act of 1973 (29 USC 794) required recipients of federal funds to <br /> complete a self-evaluation of their physical facilities and to make all public facilities handicap accessible by <br /> July 1, 1991. The Americans with Disabilities Act(ADA) of 1990,as amended, (Title II,28 CFR 35,and Title <br /> III,28 CFR 36)prohibits discrimination on the basis of disability in employment,state and local government <br /> services,public accommodations,commercial facilities,transportation,and telecommunications. Section <br /> 504/ADA issues were not monitored during this visit because the County was found to be in compliance <br /> with state and federal requirements during the first monitoring visit. <br /> The grant manager checked to make sure that the County had designated a coordinator for EEO, <br /> published the contact information as required,and established and maintained a system for tracking EEO <br /> complaints. <br /> The grant manager reviewed compliance with Section 3 of the Housing and Community <br /> Development Act of 1968 (24 CFR 135). Section 3 requires recipients of United States Department of <br /> Housing and Urban Development(HUD) funds and the contractors they employ to make efforts to ensure <br /> economic opportunities generated by HUD funds are open to local low-income residents and businesses <br /> owned and operated by low-income persons. <br /> There were no findings or concerns related to Equal Employment Opportunity, <br /> Section 504/ADA Requirements or Section 3. <br /> Fair Housing Requirements <br /> The County's Fair Housing Ordinance and all activities conducted in accordance with Attachment K <br /> to the subgrant agreement were reviewed. Compliance with Sections 760.20 through 760.37, Florida Statutes, <br /> and Title VI of the Civil Rights Act of 1968 was also reviewed. The County has developed a public <br /> information program using ads,brochures,posters, displays,and presentations at public events to inform all <br /> segments of the community of their Fair Housing rights and responsibilities. The County has also designated <br /> a Fair Housing Coordinator,published contact information as required,and established and maintained a <br /> system for tracking Fair Housing complaints. <br /> 159 <br />
