BOOK 79 FADE 809 <br />5) Since the church's request was for a "Locked Gate <br />Control" at the parking lot adjacent to the south end <br />of 134th Street, for Saturday, Holy Days and Sunday <br />Masses only, a detailed traffic and parking study was <br />accomplished on March 31 and April 1, 1990 by Traffic <br />- Engineering Staff. <br />6) Based on the above information and reconnaissance of the <br />areas surrounding the church, a projection was made <br />relative to the additional church traffic which could <br />use 134th Street should the present fixed barrier be <br />converted to a moveable gate. <br />Based on the most recent proposal to pave 134th Street, <br />St. Sebastian was to pay $15,149.72 as its fair share <br />of the total assessment of $83,973.34 which represented <br />75% of the estimated cost of accomplishing the needed <br />work. <br />On Saturday, March 31, 1990, between 3:30 and 5:30 PM, <br />for the 4PM Vigil Mass, a peak total of 247 vehicles <br />were parked on the church site. Of these vehicles, one <br />car entered the church site by driving around the fixed <br />barrier on 134th Street. This represents an <br />approximate vehicle occupancy of slightly over two per <br />vehicle based on the 500 persons attending this mass. <br />Of the parked vehicles, four left via 134th Street <br />while 96 (38%) turned left (northbound) and 147(60%) <br />turned southbound on US1 at the conclusion of the mass. <br />At the Sunday masses, the numbers were as follows: <br />7:30-12Noon 448 Total Parked Cars <br />Vehicles occupancy 950 = 2.12 persons per car <br />448 <br />Cars leaving: 3 via 134th Street; 182(40%) northbound <br />US 1; 262 (60%) southbound US 1 <br />Baseu on this traffic study, staff is of the opinion that if <br />134th Street were open, approximately 80 trips ends (one <br />direction) would utilize 134th Street on Saturday afternoon <br />(4:30PM) and 150-160 trip ends would utilize 134th Street on <br />Sunday from 7:30 AM to 12 Noon. Due to. Sunday School. for <br />children from 9:00 AM to 10:15 AM, the majority of the <br />Sunday traffic would use the road at that time. The total <br />peak season weekly trip ends generated from the church would <br />be 230-240. <br />At the present time, approximately 25 homes exist on 135th <br />Street. These units presently generate 200 trips per day, <br />or 1,400 trips per week. In the future as the lots are <br />developed, approximately 43 single family homes could front <br />on 134th Street. If this occurs, residential land use could <br />produce approximately 350 trip ends per day, or 2,450 trip <br />ends per week. <br />Based on these figures, the following church impact would be <br />240 church trips per week/2,690 total trips per week or 8.9% <br />based on full build -out. In its current development state, <br />this percentage would be 14.6% assuming the church impact <br />does not increase. It is our opinion that the church will <br />expand and this impact may increase. <br />As currently calculated, the church's original assessment is <br />18.04% of the total project assessment. This percentage is <br />based on 39.7% of the church property (total site is 9.57 <br />acres) lying in the 134th Street benefitted area (as defined <br />by original parcel boundaries included in the entire church <br />property) . Staff is of the opinion that only 39.7% of the <br />total church property should be assessed since the church <br />20 <br />
