LANG <br />AND STAFFED ENVIRONMENTAL PECIALIST <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: NORTH COUNTY DISTRIBUTION SYSTEM WATER MAIN <br />EXTENSIONS <br />BACKGROUND ` <br />The Department of Utility Services has a number of franchise and <br />purchased water treatment plants north of 65th Street, in addition <br />to the privately operated facilities. The South County Water <br />Treatment Plant Expansion Project (UW -89 -07 -WC) will provide excess <br />capacity initially for the South Region. <br />The Department proposes a water main extension in three phases to <br />link these small package facilities together and then to eliminate <br />them in the North Region. The plants to be affected are: <br />Sandridge Golf Course KOA <br />Hobart Park Park Place <br />Wabasso School New Horizons <br />Breezy Village Aspen Whispering Palms I & II <br />Pelican Pointe GDU Pipeline to River Run, <br />Reflections on the River <br />Phase I construction would link the Breezy Village, Park Place, and <br />Pelican Pointe Water Treatment Plants with an estimated cost of <br />$350,000.00. Phase II construction would start at 65th Street and <br />58th Avenue, proceed north to S.R. 510, east to U.S. #1, and then <br />north and connect to Phase I. Phase II has been estimated at <br />$1,1007000.00. Phase III construction would start at north <br />termination of Phase I and proceed north on both sides of U.S. #1 to <br />Schumann Drive and River Run respectively. The estimated costs <br />associated with Phase III are $800,000.00. A fourth phase to be <br />constructed in conjunction with the North County Water Treatment <br />Plant would consist of constructing water mains on U.S. #1 east <br />right-of-way from S.R. 510, south to connect at 49th Street. <br />ANALYSIS <br />All water mains in the four phases would consist of master plan <br />;` sized mains. The linking of the Breezy Village, Park Place, and <br />.Pelican Pointe Water Treatment Plants would eliminate the <br />possibility of water outages due to plant failures. The Phase II <br />..and III constructions would place large mains in right-of-ways prior <br />to additional development, as well as to allow elimination of the <br />listed package plants. Phase I financing would be from impact fees <br />on an interim basis ultimately to be included in a bond issue to <br />finance Phase I through IV and a North County R.O. Plant. <br />RECOMMENDATION <br />The Department of Utility Services recommends that the Board of <br />County Commissioners conceptually approve the North County <br />Distribution System Water Main Extension Project and authorize <br />negotiations with engineering firms for design of Phases I.- III. <br />86 <br />
