All the applicable specific land use criteria have been satisfied by the site plan application. <br />14. Surrounding Land Use and Zoning: <br />North: 82nd Court, Residential / RS -3 <br />South: Church Office, Food Pantry, Roseland Road /RS -3 <br />East: 129th Court, Residential / RS -3 <br />West: Single Family Home / RS -3 <br />In summary and based on the above analysis, staff has determined that the proposed 9 space <br />grassed parking lot for church use is compatible with surrounding land uses due to the modest <br />scale of the project, the appropriate location of the improvements, the provision of adequate <br />buffering, and the safeguards provided by the recommended conditions. <br />The conditions recommended by staff have been accepted by the applicant. <br />RECOMMENDATION: <br />Based on the above analysis, staff recommends that the Planning and Zoning Commission <br />recommend that the Board of County Commissioners find that in conjunction with the <br />recommended conditions: <br />1. It is empowered under the provisions of Chapter 971 to review the special exception <br />applied for; <br />2. The granting of the special exception will not adversely affect the public interest; <br />3. The application satisfies the general and specific criteria required for special exception <br />approval; and <br />4. The conditions stated below are adequate to ensure compatibility between the special <br />exception use and surrounding land uses. <br />Staff further recommends that the Board of County Commissioners grant special exception <br />approval for the proposed church parking lot, subject to the following conditions: <br />1. Prior to site plan release, the applicant shall obtain approval of a detailed signage <br />and striping plan from Traffic Engineering. <br />2. Prior to issuance of a certificate of occupancy for the parking lot improvements; <br />the applicant shall construct a native Type "B" buffer and other required <br />landscape improvements as shown on the approved site plan. <br />3.
