Maurice Sterling, Interim Director <br />September 8, 2014 <br />Page Four <br />The CCMP needs to be revised if the new organization is to have any chance of <br />success. The draft inter -local agreement recognizes this at least implicitly in that <br />it calls for a revised CCMP in about two years. Given the revised CCMP is not <br />expected for about two years, we have time to go through the necessary steps <br />and take the time to reorganize the IRL-NEP in a rational fashion and in a way <br />that will give it a much higher probability of actually improving the health of the <br />Lagoon. <br />There is nothing about the way the reorganization process of the IRL-NEP has <br />proceeded to date that gives me a reasonable expectation moving forward with any <br />inter -local agreement at this time would be a positive step in returning the Lagoon to <br />better health. If we are to be responsible to both the Lagoon and to the taxpayers who <br />will be bearing the burden of paying for the work we do to return the Lagoon to better <br />health, I believe we need to start from the beginning and work through a robust, well <br />thought out rational process. <br />I look forward to working with you on this process. I would suggest we begin with the <br />financial information. I would invite you to meet next Monday afternoon, September 15, <br />2014 with Jason Brown, our finance Director and myself to begin to put together the <br />useful financial information to help us explain the past and to begin to put together a <br />budget for the future.
