allowance applies to the proposed project. The proposed addition is for a fellowship hall <br /> only; no seats will be added to the existing sanctuary. Because church parking <br /> requirements are based on sanctuary seats,no additional parking spaces are required for <br /> this project. The site plan provides a formal parking layout that better organizes existing <br /> access and parking. Of the 21 total spaces provided, 10 are existing grandfathered-in <br /> nonconforming parking spaces located on the south side of the existing church building <br /> that are allowed to remain. <br /> 9. Landscape Plan: The proposed landscape plan satisfies all applicable landscape requirements <br /> and includes installation of a Type `B' buffer with 6' opaque feature along the site's west <br /> property line where it abuts single-family lots. The 6' opaque feature will be in the form of a 6' <br /> wooden fence with a majority of the required landscape material located on the outside of the <br /> fence, towards the single-family lots. The wooden fence material is consistent with fences on <br /> surrounding single-family residential properties. The plan also includes roadside landscape <br /> buffers along the site's Old Dixie Highway SW, 13th Street SW, and 13th Place SW frontages. <br /> 10. Stormwater Management: Currently,there is not an existing stormwater management system <br /> for the subject site. The site plan proposes a stormwater management system in the form of a dry <br /> retention area located at the northeast corner of the site. That system has been approved by <br /> Public Works. <br /> 11. Utilities: The site is currently served by County water and has an existing septic system. The <br /> fellowship hall addition will not generate significant additional wastewater volumes and will be <br /> accommodated by the existing septic system. The County Utilities Department and <br /> Environmental Health Department have approved the proposed plans. <br /> 12. Environmental Issues: The site's only environmental issue is the presence of several existing <br /> oak trees and sabal palm trees. No mitigation will be required as all existing trees will either be <br /> preserved or relocated on-site. <br /> 13. Specific Land Use Criteria: Pursuant to LDR section 971.28(5), the following criteria for <br /> places of worship apply to this project: <br /> 1. No building or structure shall be located closer than thirty(30)feet to any property line <br /> abutting a residential use or residentially designated property; <br /> Note: The existing and proposed buildings are 39.3' and 38' respectively from the <br /> west property line (abutting residentially designated properties). <br /> 2. Access shall be from a major thoroughfare unless otherwise approved by the public <br /> works department; <br /> Note: The site has frontage on a Thoroughfare Plan road (Old Dixie Highway <br /> SW); however, access is provided on the lower functional classification <br /> roads (131h Street SW and 13th Place SW) as approved by Public Works, <br /> based on a determination that the size and scale of the project will not <br /> generate significant volumes of vehicular traffic on the adjacent residential <br /> streets. <br /> 3.
