APR 17 1990 F <br />BOOK (9 FAGE <br />include reverse osmosis water systems, which would be a problem <br />for us because we presently discharge from the south county r.o. <br />plant, and plan to do the same with the north county water plant <br />when it is built, into a canal which ultimately ends up in the <br />river. We have done an analysis on that discharge in the <br />permitting process, and have proved the beneficial effect in <br />terms of raising the salinity in the canals and encouraging <br />certain things to come up and breed. We have not seen anything <br />negative from our south county r.o. plant after 8 years of <br />operation. If the r.o. system were included in a bill, an option <br />might be for deep well -injections and percolation ponds where you <br />actually percolate brine discharge back into the shallow aquifer. <br />Commissioner Scur.lock believed we should be supportive of <br />the bill, but encourage the legislature not to expand it to <br />include anything other than what is in there at the present time. <br />Commissioner Wheeler reported that the MANWAC Committee <br />unanimously recommends that the Board support this bill. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously declared <br />their support of House Bill 3247 with the conditions <br />that it not be expanded to include anything that is <br />not presently included. <br />AUTHORIZATION FOR UTILITIES TO PURSUE NEGOTIATION FOR ACQUISITION <br />OF GENERAL DEVELOPMENT UTILITIES IN VERO HIGHLANDS AND SEBASTIAN <br />HIGHLANDS <br />Commissioner Scurlock requested the Board to authorize <br />County Administrator Jim Chandler, Utilities Director Terry Pinto <br />and himself to pursue acquisition of General Development <br />Utilities both in Vero Highlands and Sebastian Highlands. There <br />is an acquisition provision within the Sebastian Highlands <br />franchise agreement, but there is no such provision in the Vero <br />40 <br />
