the Purchasing Division resulted in a total savings of <br />$3,527.00 for these two items in the account <br />#111-245-541-66.49 under discussion. <br />Since the low bid of $5,285.00 is in excess of 10% of what <br />was budgeted, additional funds must be identified and <br />authorized to purchase this critically needed piece of <br />equipment. A total of $1,285.00 is needed. <br />ALTERNATIVES AND ANALYSIS <br />The only alternative to utilizing $1,285.00 in excess funds <br />from account #111-245-541-66.49 would be not to purchase the <br />Conflict Monitor Tester, at all. In essence this would be a <br />"Do Nothing Alternative". <br />Given the critical need for this "State of the Art" Conflict <br />Monitor, with our ever increasing number of Traffic Control <br />Signals which need constant testing to protect the County's <br />liability, the only feasible alternative would be to utilize <br />the excess funds already in the Traffic Engineering <br />Divisions budget to purchase this piece of equipment. <br />Upon receipt of the bids, I noticed that _the first and <br />second low bidders were within $63.00 of one another which <br />indicated the County received fair competitive bids for this <br />product. <br />Even though the low bid was within the range I expected, I <br />initiated inquires to my fellow Traffic Engineers in the <br />state and verified that we indeed received fair competitive <br />bids. <br />Since all of the equipment which was not cut from this years <br />budget is deemed to be absolutely necessary to protect <br />County liability and motorists safety, the fact that we are <br />well below overall spending in -our Capital Budget would <br />indicate that the prudent action would be to allocate the <br />additional $1,285.00 and purchase the Conflict Monitor <br />Tester. <br />RECOMENDATIONS AND FUNDING <br />Based upon my research which is spelled out in my May 18, <br />1990 memo, it is recommended that $1,285.00 be added to the <br />budgeted $4,000.00 and the Conflict Monitor Tester be <br />purchased as soon as possible. <br />The Concrete Saw, Tar Pot, and the Conflict Monitor Tester <br />are all budgeted in account #111-245-541-66.49 and therefore <br />no budget line item transfer is actually needed to make this <br />purchase. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Wheeler, the Board unanimously awarded <br />Bid #90-70 for a Conflict Monitor Tester to the <br />low bidder, Southern Aluminum, in the amount of <br />$5,285, per the following Bid Tabulation, and also <br />approved the addition of $1,285 of Excess Budgeted <br />Funds to the budgeted $4,000 as recommended by staff. <br />JUN- 12 1990 41 boor <br />
