Mr. Flick stressed that under his plan the existing Annex <br />and State's Attorney's Office, which have a great deal of useful <br />life left, can be used for other support facilities, and the <br />present Courthouse, which he believed has outlived its useful <br />purpose to serve as a courthouse, could prove of benefit to some <br />charitable or possibly art organizations. He also addressed the <br />advantages of their access and traffic flow in relation to the <br />various parking alternatives available in this plan. <br />Commissioner Wheeler wished to know what Mr. Flick's plan is <br />to provide the additional parking that would be needed when 2 <br />stories are added on the bank building and the fourth floor of <br />the parking structure is enclosed for future office space. <br />Mr. Flick advised that he has made steps to acquire property <br />on Block 36 to accommodate his parking needs as well as to <br />accommodate the relocation of Florida Federal if the County <br />pursues the proposal presented by Mr. Halback. He noted that the <br />garage structure he proposed can accommodate up to 700. When he <br />takes away the 4th floor, obviously, he will have to provide <br />additional parking, but there is excess parking right from the <br />start; so, if there should be any shortfall, it would be minimal <br />because he is going in with an overload. <br />At this point, Commissioner Scurlock asked the County <br />Attorney to address the legal aspects that come into play if Mr. <br />Flick is talking about "design, construct, convey." <br />County Attorney Vitunac believed Mr. Flick is talking <br />"Design Construct" to give us that building, and we would have to <br />go to the CCNA (Contractors Competitive Negotiation Act) and the <br />design, bid procedures required in the law. <br />Mr. Flick stated that with the inclusion of Frank J. Rooney, <br />Inc., who will speak for themselves, he is offering this package <br />on a construction management or design build, whichever is most <br />beneficial to the Commission and the taxpayers.' <br />Commissioner Scurlock pointed out that we can't wing it; we <br />� JUN 131990 <br />
