F - <br />JUN 13 1990 <br />BOOK 80 F'AfE«., <br />advised that they were challenged by staff to get as realistic as <br />they could about cost. They looked at some of the items that <br />were driving the cost up, and in a lot of cases, they felt it was <br />structured parking in relation to what it cost for surface <br />parking. They also felt that the cost was more prohibitive when <br />you took the facility out of the central core and that, in <br />addition, it limited the opportunities to create an urban <br />solution by linking some of the public buildings up into a very <br />strong government core. <br />Commissioner Scurlock asked if they have been talking with <br />the Community Redevelopment Agency (CRA). <br />Mr. Halback confirmed that this was presented to them, and <br />Administrator Chandler assured him that we also have met with the <br />City Manager and City staff and talked mainly about parking <br />requirements. Parking has been a primary area of focus with the <br />City; in fact, their change of parking requirements is what <br />necessitated the change in our original plan. In terms of <br />traffic flow between buildings, etc., we originally zeroed in on <br />a 6 square block area and then expanded it to 9 blocks, and we <br />are trying to keep everything consistent with the City's <br />requirements and their planning. <br />Dennis Ragsdale, Assistant Planning Director for the City of <br />Vero Beach, informed the Board that what they discussed was that <br />the first 2 phases of the courthouse facility would require about <br />515 parking spaces based on City Code. The City staff's position <br />was that more spaces would be necessary to meet the Code, but <br />they were willing to agree with the consultants and the County <br />to put in 515 spaces for the first two phases, and at the time <br />the third phase would be completed, or the shell would be <br />completed on the inside, they would re-evaluate the situation to <br />determine if the 515 spaces had been adequate to meet the demand. <br />If they <br />had not, the <br />additional spaces the <br />City then would <br />require <br />would come up <br />to the neighborhood <br />of about 665. <br />6 <br />_I <br />
