67 1 <br />TREASURE COAST REGIONAL PLANNING COUNCIL <br />INDIAN RIVER COUNTY PROPOSED REVISIONS TO TCRPC POLICIES <br />f <br />10.1 REGIONAL ISSUE: Policy Cluster, (#43): Protection of <br />Natural Systems <br />Regional Goal 10.1.2: To preserve sufficient natural upland <br />habitat of each community type throughout the Region to maintain <br />viable populations of all native plant and animal species,and <br />representative stands of each habitat type. <br />Policy 10.1.2.1: A= sufficient number of preserve areas of <br />appropriate. size and location shall be established throughout the <br />region to guarantee protection of all native plant and animal <br />populations. To the maximum extent feasible, these preserve areas <br />shall be established consistent with the location of "wilderness <br />islands" and major wildlife corridors. Specific action should be <br />taken to acquire lands of the Pal Mar Drainage District. (TCRPC, <br />Local Governments, DCA, Private Sector.) <br />Policy 10.1.2.2: All development projects 5 acres or larger, <br />excluding agricultural operations, shall set aside, through <br />selective clearing and micro -siting of buildings and construction <br />activities, a minimum of 15 percent of the total cumulative acreage <br />of native plant communities which occur on-site (e.g., flatwoods, <br />xeric scrub, coastal/tropical hammock, etc.). In no case, however, <br />shall the required set aside areas exceed 10 percent of the total <br />project site property acreage. Such set aside areas shall be <br />preserved in viable condition with intact canopy, understory, and <br />ground cover, and shall be protected by the filing of conservation <br />easements. The preserved set aside area(s) shall be allowed as <br />credit toward other county land development regulations such as <br />landscape, buffers, open space requirements, and minimum yard <br />setback requirements. <br />Where preservation of 15% of the native upland plant communities <br />on-site is not feasible given site specific characteristics, the <br />county shall permit off-site preservation and/or habitat creation_ <br />(type -for -type) as an alternative to on-site 15% preservation_. <br />Moreover, as an incentive to preserve contiguous tracts which <br />provide more habitat value than linear buffer set aside areas, the <br />county shall allow a percentage reduction to a minimum of 10% of <br />the cumulative native plant community acreage, for those preserve <br />areas that are set aside as a contiguous tract. <br />Development Droiects proposed for lands currentiv consisting of <br />native upland plant communities may, as an alternative -to 15 <br />percent preservation of the on-site community, pay a fee equivalent <br />to (the average assessed value of one acre of the particular <br />habitat type under consideration) X (the number of acres of habitat <br />type that would otherwise have been set aside).
