CONCLUSION <br />The rezoning is part of the U.S. #1 Commercial/Industrial Corridor <br />and is consistent with the comprehensive plan. The small site <br />area will place limits on the development of the property and <br />further ensure that its development will be compatible with the <br />surrounding area. In addition, the CG District has site <br />requirements which address the compatibility of surrounding <br />residential development. Finally, the change in use would not <br />reduce levels service for public services and facilities below the <br />minimums established in the comprehensive plan. <br />RECOMMENDATION <br />Based on the analysis performed, staff recommends that the Board <br />of County Commissioners approve the rezoning of this property to <br />the CG General Commercial District. <br />Director Keating noted that this property was in for <br />rezoning 5/6 years ago. It is an unusual situation in that it is <br />a little less than 2 acres, but it is part of a larger site that <br />fronts on U.S.I. as well as 8th St. and 6th Ave., and the front <br />part on U.S.I. is already CG. He continued that staff took a <br />hard look at projects that were bi-sected by Comprehensive Plan <br />lines. The original plan cut this property at an angle, and in <br />the new plan, designations go much more with property boundaries. <br />Commissioner Scurlock asked if we didn't deny this before <br />because we didn't want it to access 6th Avenue. <br />Director Keating agreed that it was denied before but was <br />not sure that access was the primary concern. <br />Commissioner Scurlock wished to know what has changed since <br />the last time the Board denied this rezoning. <br />Director Keating advised that Indian River Boulevard has <br />been built, and a couple of other projects have gone in on 6th <br />Avenue consistent with the higher -density zoning. That and the <br />redrawing of the Land Use boundaries were the major changes. <br />There was some concern about the single family just to the north. <br />Commissioner Scurlock asked if we still have the ability to <br />deny access on or off 6th Avenue and limit it to 8th Street, and <br />this was confirmed. <br />AIM 14 1990 44 8 <br />
