[BOOK 81 pgt � d <br />East of the property, 58th Avenue is classified as a principal <br />arterial and is a two lane paved roadway from 9th Street S.W. <br />(Oslo Road) to CR 510, south of Sebastian. The Traffic Circu- <br />lation Element of. the comprehensive plan recommends this roadway <br />for widening to 4 lanes from 12th Street to 33rd Street by 2010. <br />Twenty-sixth Street, along the north of the. property, is <br />classified as a collector. This -two lane dirt road is not iden- <br />tified in the plan for improvements; however, the existing <br />right-of-way is identified -as being deficient. An additional 50 <br />feet of right-of-way is estimated as needed by 1995. <br />The Traffic Circulation Element includes normal intersection <br />improvements along with other scheduled improvements;.however, the <br />plan.does identify intersection improvements -at 58th Avenue and <br />S.R. 60. <br />Environment <br />The subject property does not contain "environmentally important" <br />uplands (coastal hammock or xeric scrub), as designated by the. <br />Conservation Element of the Comprehensive Plan. Moreover, the' <br />property does not fall within a 100 year flood zone. <br />There are, however, several environmental issues. The northeast <br />portion of the area proposed for rezoning contains an environ <br />mentally sensitive wetland system. This area encompasses approxi <br />mately 26.5 acres of the 156 acre site. <br />There are also several examples of specimen and endangered vege- <br />tation on the subject property, including the recognized "champion' <br />tree" Simpson Stopper cluster, and a cabbage palm hammock which <br />supports an endangered fern colony. These areas are generally <br />shown on the accompanying map. <br />Soils on the subject property are generally of the <br />Winder -Riviera -Manatee type which are wet, poorly drained soils. <br />The constraints of building on these soils include the use of fill <br />to change the soil conditions and raise the elevation above the <br />water table and the use of engineering and building techniques to <br />compensate for the wet soils. <br />Specific identification and protection of isolated and individual <br />resources have been addressed in the DRI and site plan approval <br />process. <br />Infrastructure <br />Infrastructure includes public utilities such as water, sewer, <br />drainage and solid waste. The subject property is within the <br />limits of the existing Urban Service Area. As such, these util- <br />ities are generally available at the site. <br />Water to the subject site is provided by a 16" distribution main <br />with water treatment provided at the South County Reverse Osmosis <br />plant. This plant's capacity presently exceeds demand. <br />Sanitary sewer service is provided by the County West Regional <br />Treatment Plant. Wastewater is carried by a 10" force main. This <br />treatment plant is presently operating below capacity and is <br />designed to permit future expansion. <br />The site is presently drained on-site and off-site by a series of <br />drainage canals maintained by the Indian River Farms Water Control <br />District. The district provides drainage for a major portion of <br />the developed eastern and southern county. The wetland area of <br />the site could also be incorporated into on-site detention/ <br />18 <br />
