the facili.ty could be screened properly because orchids need a <br />lot of light. <br />Lucia Bailey, 1285 Little Harbour Drive, was concerned that <br />this structure might become a kennel or a garage if the property <br />should change hands. <br />Attorney Lloyd wished to point out they had reduced the <br />house elevation and complied with the requirements of the <br />Community Design Committee of Little Harbour. <br />Attorney Lloyd also wished to point out that they have <br />relied on their landscaping architect's recommendations for <br />planting within the buffering area and he believed they have <br />proven that this special exception use should be allowed. <br />There being no others who wished to be heard in this matter, <br />Chairman Eggert closed the Public Hearing. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, that the Board deny the request <br />for special exception approval for the non-commercial <br />greenhouse due to the size and nature of the structure <br />not being compatible with the surrounding land uses, <br />because it does not promote orderly development; <br />because the precedent would be great for allowing uses <br />for other hobbyists to expand structures used in their <br />particular hobby; and because they have not met the <br />requirements to demonstrate satisfactorily the need to, <br />build something of this size. <br />Under discussion, Commissioner Bird stated that he had <br />changed his mind on this issue after visiting the site last <br />weekend. He felt that the structure is basically the same size <br />and type of structure that you would put in a commercial nursery <br />operation, and is just too big for a residential neighborhood. <br />Commissioner Scurlock felt it would be up to the Ames' to <br />resubmit plans for a structure that would be more acceptable in <br />OCT 21990 44 <br />
