This project is being reviewed under the old LDRs, as this project <br />application was submitted prior to adoption of the County's new <br />LDRs on September 11, 1990. <br />The Board of County Commissioners is to approve, approve with <br />conditions, or deny the special exception use request. Pursuant to <br />Section 25.3 of the Zoning Code, Regulation of Special Exception <br />Uses, the Board of County Commissioners is to consider the <br />appropriateness of the requested use based on the submitted site <br />plan and the suitability of the site for that use. The County may <br />attach any conditions and safeguards necessary to mitigate impacts <br />and to ensure compatibility of the use with the surrounding area. <br />At its regular meeting of October 25, 1990, the Planning and Zoning <br />Commission voted 4 to 1 to recommend that the special exception use <br />approval be granted by the Board. Also, the Planning and Zoning <br />Commission voted to approve the major site plan for Phase I and <br />Phase II, subject to Board approval of the special exception use. <br />Thus, if the Board approves the use, the major site plan will <br />automatically be in.effect. <br />ANALYSIS: <br />1. Size of Property: 76.05 acres <br />Size of Development Area: 71.61 acres (excludes future <br />Oslo Road right-of-way and <br />library site) <br />2. Zoning Classification: RM -6 Residential Multi -family (up to <br />6 units per acre) <br />RS -6 Residential Single-family (up <br />to 6 units per acre) <br />3. Land Use Designation: L-2, Low Density Residential (up to 6 <br />units per acre) <br />4. Building Area: Phase I 1,000 sq. ft. (Restrooms) <br />Phase II+ 3,000 sq. ft. (Restrooms) <br />4,224 sq. ft. (Shelters) <br />1,500 sq. ft. (Park HQ) <br />2,500 sq. ft (Maintenance) <br />Total 12,224 sq. ft. <br />5. Total Impervious Area: <br />Phase I 139,392 sq. ft <br />Phase II+ 160,000 sq. ft. <br />Total 299,392 sq. ft. or 9.60% of the <br />development area <br />6. Open Space Required: 50% of the development area <br />Provided: 90.79% of the development area <br />7. Traffic Circulation: The park will be accessed using a single <br />driveway from 20th Avenue to provide access to the parking <br />area. <br />A traffic impact analysis is required for this project, -.since <br />it will ultimately generate more than 1,000 average daily <br />trips. The County Traffic Engineer will finalize a Traffic <br />Impact Analysis for the subject site prior to site plan <br />release. The County is committed to making any required <br />traffic improvements necessary as may be indicated by the <br />study. <br />8.
