As the facility will be County maintained and <br />operated, late night operations of the facility are not <br />expected to occur. In staff's opinion, the project, as <br />proposed, conforms to the requirements outlined in the listed <br />applicable land use criteria. <br />15. Surrounding Land Use and Zoning: <br />North: RS-6/Vacant <br />South: CH/Vacant, Commercial Buildings <br />East: RM -6, RS-6/Indian River County Water Plant <br />West: RM -6, RS-6/Vacant <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends that the Board <br />of County Commissioners approve the special exception use with the <br />following conditions: <br />1. Prior to any approved site plan release: <br />a. The County shall complete an approvable traffic impact <br />analysis for the proposed park, detailing all <br />improvements which need to be constructed and the timing <br />of the improvements. The County shall construct all <br />necessary improvements, as detailed in the study. <br />b. The County shall finalize a design for the restroom <br />septic facilities that is approvable by the Environmental <br />Health Department, and obtain final Environmental Health <br />Department approval. <br />c. The area to be preserved on the site, in compliance with <br />Comprehensive Plan Conservation Element Policy 6-.12, <br />shall be depicted and noted on the project site plan as <br />referenced in item 11 of the staff report. <br />Revised site plans shall be submitted to the planning division in <br />accordance with and corresponding to these conditions. <br />2. That an 8' wide bikeway be constructed along the project's <br />20th. Avenue frontage and that a 5' wide public sidewalk be <br />constructed along the project's Oslo Road frontage prior to <br />the issuance of a Certificate of Occupancy for the final phase <br />of development. <br />17 �oo� <br />®� � � X990 <br />
