v0V 0 BOOK Si PAGE 9,32 <br />Chairman Eggert asked if staff had considered the impact of <br />future traffic generated by the South Library to be built there, <br />and Planning Director Stan Boling explained that they had not <br />considered it in the analysis of the first phase of the park, but <br />would in the second phase. <br />Administrator Chandler emphasized that our major <br />concentration has been on Phase I. <br />Commissioner Bowman was concerned that the only access for <br />the library would be off of 20th Avenue, and County Engineer <br />Roger Cain explained that we could get an access on Oslo Road for <br />the South Library when it is built. In addition, there probably <br />will be another access to it from inside the park. <br />Commissioner Bird didn't feel that we are locking the <br />library into access off of Oslo Road with what we are doing <br />today. <br />Commissioner Bowman suggested that we go back and consider a <br />frontage road on Oslo Road, and Mr. Cain felt that if we do that, <br />we would have to go back and do another master plan because of <br />the buffering needed for the conservation land. <br />Chairman Eggert opened the Public Hearing, and asked if <br />anyone wished to be heard in this matter.
