McCAI <br />AND STAFFED CAPITAL PROJECT NE <br />BY: DEPARTMENT OF SERVICES <br />SUBJECT: WORK AUTHORIZATION NO. 2 WITH BOYLE <br />ENGINEERING CORPORATION <br />BACKGROUND <br />In May of 1989, the Board of County Commissioners approved the <br />aforementioned work authorization with Boyle Engineering Corporation. <br />The upper limit to be spent in 1989 was set at $15,000.00:- We are now <br />requesting approval of an additional $7,779.12, to compensate Boyle <br />Engineering Corporation for work over the approved -amount. <br />ANALYSIS <br />On January 12, 1990, an invoice was submitted by Boyle in the amount of <br />$9,005.00. This exceeded the originally approved amount by $7,779.12. <br />In the first part of March of 1990, discussions were -started with <br />Boyle concerning the amount of this overage. As a result of these <br />discussions, a breakdown of work is as follows. The original work <br />authorization was set up to allow $8,500.00 to complete the master <br />plan, and $6,500.00 for additional requested services. The overage <br />comes from an approximate $3,500.00 overrun on the master plan, with <br />the remainder of costs associated with additional services. Initially, <br />the Utilities Department refused to pay this invoice (see attached <br />letter dated May 24, 1990); however, after a lengthy review of Boyle's <br />billing and actual incurred costs, we now feel they should be <br />compensated in -the requested amount. The County was not invoiced for <br />approximately $500.0.00 of actual incurred expenses. (See attached <br />September 10, 1990 letter from Boyle.) We do feel Boyle had the <br />responsibility to track the upset limit on this work authorization and <br />failed to do so. However, the total that they are requesting is fair <br />and reasonable compensation for the services rendered. <br />• H <br />RECOMMENDATION <br />The staff of the Department of Utility <br />Board of County Commissioners approve an <br />Engineering Corporation of $7,779.12 <br />$15,000.00 limit. <br />28 <br />Services recommends that the <br />additional payment to Boyle <br />over the existing approved <br />
