EC 1 1 19.9 <br />BOOK 8 <br />The FDNR staff explained that they would consider re -visiting the <br />issue, but only if it was requested by the County. <br />In that the interim protection zones for the St. Sebastian River as <br />adopted by the State on June 26, 1990 did not include the County's <br />recommended 20 mph travel corridor , a re -visit to the matter would <br />afford an opportunity for additional local participation and input. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners authorize <br />planning staff to draft a letter, for the Commission Chairman's <br />signature, to be sent to FDNR to request that St. Sebastian River <br />manatee protection zones be re -visited as part of the upcoming <br />Indian River County rulemaking hearing process. _ <br />Commissioner Bowman stated,that she saw no necessity for <br />reconsideration. This was put to bed by the Governor and Cabinet <br />in September. <br />Commissioner Scurlock asked where the request for reconsid- <br />eration came from, and Commissioner Bowman felt that it is one <br />man's private agenda. <br />Community Development Director Keating gave a background of <br />the situation, noting that the DNR considered the St. Sebastian <br />River during the Brevard County hearing and at that time made the <br />entire river slow speed. This request is that we send a letter <br />clarifying that Indian River County would like the Governor and <br />Cabinet to adopt the interim Manatee Protection Plan as the <br />County approved it with a 20 mph travel corridor from the <br />railroad bridge out to the channel in the Indian River. <br />Commissioner Bowman contended that the rules have been set <br />for Brevard County; that the flat being talked about (the <br />traveled way) is all in Brevard County; and that already has been <br />decided and the s/ig ns are up and it is being enforced. <br />Chief Planner DeBlois felt the issue is just whether the <br />Commission wants to have the opportunity during the next public <br />hearings for the rule making for overall Indian River County to <br />be able to look at the south fork of the St. Sebastian River. If <br />the Board doesn't send the letter, it is possible the opportunity <br />might not be there to look at the St. Sebastian River again. <br />18 <br />
