DEC 111990 <br />The applicant's intention is to develop his property, which is <br />located in this area, as a golf course community. There is no <br />request for an increase of the land use density for the subject <br />property; the applicant simply wants the ability for improvements <br />in this area to connect to the regional water and wastewater <br />system, if available. The applicant will be responsible for the <br />cost of any water and wastewater system expansion. <br />At the comprehensive plan final adoption hearing on February 13, <br />1990, the Board of County Commissioners directed staff to evaluate <br />the possibility of expanding the Urban Service Area (USA) around <br />the intersections of I-95 and S.R. 60 and I-95 and C.R. 512. The <br />Board's intention was to provide for the infrastructure necessary <br />to accommodate residential development around these two <br />intersections to support development of the commercial/industrial <br />nodes designated for these two areas. <br />On November 15, 1990, the Planning and Zoning Commission acting as <br />the Local Planning Agency, voted 5-0 to recommend approval of the <br />request as presented by staff to the Board of County Commissioners <br />and to recommend transmittal of this request to the DCA. <br />ALTERNATIVES AND ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will focus on the <br />potential impacts of the proposed amendment on the county's land <br />use pattern as well as on the amendment's relationship to the other <br />comprehensive plan elements. <br />This proposed amendment to adjust the USA is to correct an <br />oversight in the adopted plan. During the plan preparation <br />process, the staff generally designated the urban service area <br />boundary based upon the existing and planned provision of urban <br />services. In this case the urban service area excluded areas <br />designated within both the water and the wastewater service areas. <br />Since these service areas were established through the water and <br />sewer master plan process, plans have been made to service this <br />area, and justification exists for including the subject property <br />within the urban service area. <br />Since this proposed land use amendment only involves changing the <br />urban service area boundary and not increasing density, the <br />amendment will not negatively affect land uses in the area. Of, <br />course, such a change in the USA would provide a basis for density <br />increases on the subject property in the future. In the interim, <br />expansion of the urban service area would allow rural development <br />in this area to be connected to urban services and allow the <br />subject areas to accommodate effluent reuse. <br />Other proposed plan amendments being considered at this time will <br />affect the area around the subject property. Among the amendments <br />affecting the area proximate to the subject property is the <br />remedial actions amendment designed to bring the comprehensive plan <br />to compliance. With the remedial actions amendment, much of the <br />land_ in this portion of the county will have its land use <br />designation and density changed. The major change will be in the <br />agricultural designation. Much of the land around the subject <br />property will change from AG -1 to AG -2, Agriculture (up to 1 <br />unit/10 acres). <br />Further expansion of the Urban Service Area boundary around the <br />intersection of I-95 and SR 60 and I-95 and CR 512 will be <br />addressed by the establishment of a mixed use floating land use <br />designation which is another of the comprehensive plan amendments <br />currently under consideration. <br />70 <br />M <br />
