Volusia County's Justice <br />Center, a very similar project of 80,000 sq. ft., was a 14 month <br />design and construction schedule. It was Mr. Balz' recommenda- <br />tion that the Board give some consideration to combining the roll <br />of the Program Manager and the benefits of Design -Build into a <br />process that will deliver the project in a timely fashion with a <br />minimum of project stress and at a competitive cost. <br />Commissioner Scurlock asked if staff has analyzed this, and <br />Administrator Chandler stated that in the 2 years he has been <br />here, he does not know of any particular issue that we have <br />looked at more closely. Staff has talked to very many firms and <br />counties about this in the last 18 months, and to try to get an <br />unbiased view, they even pulled in the University of Florida <br />Department of Engineering. The bottom line is that staff feels we <br />can best be represented by going the Program Management route. <br />They like the idea of more checks and balances. As to the <br />timeframe of 1994, it is hoped that once we get into this we can <br />improve that schedule. We have a Construction Manager on the 4 <br />projects we currently have ongoing, and on all 4 of those <br />projects, we are on schedule, within budget, and with change <br />orders minimized. The Administrator stressed that staff feels <br />our best interest is represented by the checks and balances of <br />Program/Construction Management. <br />Commissioner Wheeler confirmed that we have spent a lot of <br />hours on this. He noted that he did go to Volusia County, and he <br />agreed that Haskell did an outstanding job up there. He does <br />agree that under certain conditions Design -Build has its <br />advantages, but at this point, he still prefers the Construction <br />Manager concept for us. <br />Clerk Jeff Barton asked if it is his understanding of the <br />Motion on the floor that now we would be going out for RFPs for <br />both a project manager and architectural services. <br />Administrator Chandler stated that was correct and advised <br />that the plan is to release RFPs for Construction Manager in <br />early January and then a few weeks later, the.RFPs for the <br />architect. He assured the Clerk that we want to expedite both. <br />Clerk Barton wished to know when they were anticipating <br />having the contracts approved, and Administrator Chandler felt, <br />54 <br />s <br />
