I. Interlocal Agreement with St Lucie County to Accommodate <br />Construction and Use of a Residence for David and Saundra Gray <br />The Board reviewed the following memorandum from Planning <br />Director Stan Boling: <br />TO: James E. Kea ing ICP <br />Community De/v1(/��lop nt Director <br />FROM: Stan Boling�AICP <br />Planning Director <br />DATE: January 29, 1991 <br />SUBJECT: Interlocal Agreement Between Indian River County and St. <br />Lucie County to Accommodate Construction -and Use of a <br />Residence for David and Saundra Gray <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of February 12, 1991. <br />BACKGROUND: <br />In November, 1990,David and Saundra Gray applied for a permit to <br />construct a single family residence on property located on the east <br />side of S.R. A.1.A. on the Indian River County/St. Lucie County <br />line. The residence and associated structures straddle the Indian <br />River County/St. Lucie County line. Indian River County staff has <br />processed the application for review and has been coordinating with <br />St. Lucie County staff in regards to ensuring that all development <br />requirements are adequately addressed. <br />Staff from both counties have agreed to have Indian River County <br />staff proceed with review of the application,' while St. Lucie <br />County staff proceeded to draft an interlocal agreement to address <br />issues of jurisdictional services and revenues. Staff of both <br />counties have agreed that no building permit should be issued until <br />an interlocal agreement is executed by both counties. <br />In December, 1990, Indian River County staff informed the Grays <br />that all constitutional officers in both Indian River and St. Lucie <br />Counties would need to be contacted (by the Grays) and any <br />necessary agreement between the constitutional officers would have <br />to be worked out (see attachment #3). The Grays have now contacted <br />all constitutional officers and none have voiced any objections to <br />the construction of the residence. The constitutional officers <br />from both counties contacted by the Gray's included: <br />• Clerk of Court <br />• Property Appraiser <br />• Sheriff <br />• <br />Supervisor. -of Elections <br />• Tax Collector <br />• Also contacted: <br />School Boards <br />15 <br />BOOK ��� f'�1GE6 <br />
