In regard to putting in lines to undeveloped areas, it is the <br />developer's responsibility to provide lines and the developer does <br />have the ability to be reimbursed as the area is filled in during <br />the ensuing five years but the developer is obliged to develop the <br />area in accordance with the County Master Plan. <br />Mr. Dorsey asked if it would not be better to get the cost of <br />plants that would last 25 years out of the rate? <br />Mr. Hutchinson cited the County's policy that existing <br />customers should not pay the cost associated with providing service <br />to new customers. We do not want to ask existing rate payers to <br />pay for something to be used in the future. <br />Mr. Dorsey was under the impression that he would pay an <br />impact fee of $1,294 now and if he sells his home in 1993 he would <br />have to pay again, but Commissioner Scurlock said the impact fee is <br />paid just once. <br />Bruce Barkett came before the Board representing Vista Civic <br />Association which is comprised of Vista Gardens and Vista Royale. <br />Attorney Barkett advised that after discussing their concerns with <br />Director Pinto and Commissioner Scurlock, they are convinced that <br />if the Board adopts the rate increase, the appropriate alternative <br />is the one presented today, the Multi -Family, GDU and Commercial <br />Water Rate alternative. He then asked if they would be charged 14 <br />times the billing fee each month and 14 times the base rate. <br />Director Pinto explained the billing fee represents per meter and <br />the base rate represents per unit. <br />Thomas Allen, 7420 132nd Street, came before the Board to <br />express his concern regarding his area at the north end of the <br />County. He felt people are not interested in the sewer project <br />between US 1 and Old Dixie Highway because they feel they are on <br />high ground. This area has, more or less, half -acre lots with one <br />bathroom, mobile homes and small houses, and he handed the Board a <br />petition with the names of. 136 people who are not interested in the <br />sewer project. <br />SAID PETITION IS ON FILE IN THE OFFICE OF CLERK TO THE BOARD <br />Director Pinto thought this is a district where a number of <br />people signed up and requested service, and he stressed the intent <br />off the Utility Department is to service only those who are <br />requesting service. <br />Chairman Bird told Mr. Allen that if a sewer project is ever <br />contemplated for that area, there would be a public hearing and he <br />and his neighbors would have an opportunity to be heard. <br />Mr. Allen asked how large the affected area would be, and <br />Commissioner Scurlock said it could be broken down as small as <br />street by street. <br />47 <br />L_ MAR 12 191 _ J <br />
