IV.) If no RAILWAY BRIDGE is constructed over CR512, the County's <br />"Twin -Pair" Configuration has the following NEGATIVE aspects: <br />A.) The SCALE of the current "Twin -Pair" design is too NARROW <br />and TIGHT for the County -prescribed location in Sebastian: <br />1.) No matter how well co-ordinated the various <br />signalized intersections of the "Twin -Pair" become. <br />the constant projected interference of a <br />soon, -to -be -constructed 2 -track FEC Rail System renders <br />the proposed "Twin -Pair" legs less than efficient. <br />[IV. A.] 2.) Moreover,`the immediate proximity and projected <br />"automobile -attraction" of a soon -to -be -developed <br />Historic Riverfront Area, in addition to the immediate <br />proximity and "automobile -attraction" of Historic <br />Louisiana Avenue just west of the FEC Rail System (not <br />to mention the forced appendage of traffic signals <br />where this avenue would cross the "Twin -Pair"), <br />renders this same "Twin -Pair" Road System a "stop and <br />go" handicap for this rapidly growing area. <br />3.) Furthermore, and perhaps the most critical, is the <br />proposed CLOSING of Residential Roseland's Bay Street <br />Emergency -Hospital -Access -Route (please see attached <br />letters from the Humana Executive Director and the <br />RPOA President). The Roseland and Fellsmere Residents <br />would then be required to back -track along a 7 -mile, <br />15 -minute convoluted path to Humana's entrance. <br />4.) Finally. the creation of the two necessary <br />"Twin -Pair" consecutive signals on U.S.1 (1100 feet <br />apart). gives Sebastian a limited stacking <br />length (used by northbound traffic turning left onto <br />the north -leg) between the two U.S.1 signalized <br />'intersections. <br />a.) Assuming the disruptive influence of <br />long and frequent trains, the amount of <br />cars in this stacking area (a maximum of 53 <br />cars) would continue to increase, being <br />continually augmented by cars arriving from <br />South U.S.I. By the end of the decade. the <br />resulting stacking could foreseeably <br />back-up into the southernmost of the two <br />intersections, thereby creating BLOCKAGE <br />for traffic attempting to travel northward <br />through Sebastian via U.S.I. <br />[IV. A. 4.1 b.)' Assuming future growth of the Historic <br />Louisiana Area just north of the proposed <br />CR512 north -leg, with resultant Louisiana <br />traffic needing to cross the "Twin -Pair" <br />north -leg in order to access Southbound <br />U.S.1 via the proposed CR512 south -leg, the <br />potential for BLOCKAGE between the two <br />U.S.1 intersections increases, due to <br />possible accidents occuring at these <br />Louisiana cross-over points. <br />c.) F.D.O.T. prefers a MINIMUM of 1320 <br />feet between signalized intersections on <br />U.S.I. <br />17 <br />A <br />aooK 03 F,j"E a y <br />
