APR 6 1991 <br />B.) The affect of the County's "Twin -Pair" Configuration on <br />Louisiana Avenue (a wagon trail just after the Civil War <br />with houses of the period) would indeed be RUINOUS, <br />unwittingly encouraging it to become a business corridor <br />for Sebastian, because the southernmost segment --of - <br />I- Louisiana would, indeed, HAVE TO BE the business corridor <br />connection between the north and south legs of the <br />"Twin -Pair". <br />C.) The affect of the County's "Twin -Pair" Configuration on <br />the Natural Sand Ridge would be DETRIMENTAL. The Ridge. <br />an environmentally important sand scrub habitat containing <br />the aquifer for the region, is the home of rare and <br />endangered plant and animal species. The County <br />"Twin -Pair" north -leg would require a 17 -foot deep slice <br />into the Ridge in order to create a 4% maximum slope <br />recommended by F.D.O.T. Certainly the Department of <br />Natural Resources would be interested in an act of this <br />kind. <br />[IV.] D.) The.affect of the'County's "Twin -Pair" Configuration on <br />the established Orange Heights Residential Community would <br />be CRIPPLING. The necessary traffic signal for Louisiana <br />(at the "Twin-Pair"'s north -leg) would be located at a <br />congestive 90 feet from Temple Avenue: the ONLY exit <br />point into Louisiana Avenue for 100 Mobile Home Families, <br />many of whom are composed of elderly residents. Moreover, <br />noise and pollution created by a County -proposed <br />"Twin -Pair" north -leg for these same families is extremely <br />NEGLIGENT of the rights of people who have settled this <br />quiet area for as much as 20 years. <br />V.) If a RAILWAY BRIDGE should be constructed over both legs of the <br />County's "Twin -Pair" Configuration, the impact of the BRIDGE over <br />the north -leg has the following NEGATIVE aspects: <br />A.) The existing rail ties at Main Street would need to be <br />elevated 4 Feet 9 Inches above their existing elevation of <br />18.81 NGVD, in order to obtain. the required .3% slope_fo0 <br />the elevated railroad as it "comes back down to grade" <br />about 1000 feet north of Main Street. <br />B.) The Natural Sand Ridge would need to be cut a depth of <br />approximately 32 feet to create the needed 15 -foot State <br />Road minimum.clearance under the north -leg's RAILWAY <br />BRIDGE. <br />C.)• The F.D.O.T. would need to lower the existing elevation of <br />U.S.1 as it runs between Martin Avenue to Cleveland Street <br />so that the resultant crown of U.S.1 in that location will <br />equal that of the existing intersection serving the <br />"Twin -Pair" south -leg. <br />D.) The two "Twin -Pair" bridges would require the construction <br />of a 1000 -foot LINK BRIDGE connecting the two bridges. <br />Cost of this construction is (per railway costing <br />estimates) approximately $3500 per linear foot: i.e. <br />$3.5 million dollars (1990 pricing). Indeed. the costing <br />of a "Twin -Bridge" scenario would be approximately.$5 <br />million dollars MORE than that of a "Single -Bridge" <br />scenario. <br />18 <br />
