No equipment, mobile or immobile, which is not used in <br />direct support of the transmission or relay facility, <br />shall be stored or parked on the site unless repairs to <br />the facility are being made (applies only on A-1 zoned <br />property). <br />7. No tower shall be permitted to encroach into or through <br />any established public or private airport approach plan <br />as provided in the airport height limitations. <br />8. Suitable protective anti -climb fencing and a landscape <br />planting screening shall be provided and maintained <br />around the structure and accessory attachments. Where <br />the first fifty (50) feet. of a tower are visible to the <br />public, the applicant shall provide one (1) canopy tree <br />per three thousand (3,000) square feet of the designated <br />fall radius.. The trees shall be planted in a pattern <br />which will obscure the base area of the tower, without <br />conflicting with the guy wires of the tower. <br />9. All towers shall submit a conceptual tower lighting plan. <br />Louvers or shields may be required as necessary to keep <br />light from shining down on surrounding properties. <br />l Strobe lights must be used unless prohibited by other <br />agencies. <br />10. The reviewing body shall consider the impact of the <br />proposed tower on residential subdivisions near the <br />project site. <br />11. All property owners within six hundred (600) feet of the <br />property boundary shall receive written notice. <br />12. Applicants shall explain in writing why no other existing <br />tower facility could be used to meet the applicant's <br />transmitting/receiving needs. An application may be <br />denied if existing tower facilities can be used. <br />13. Towers shall be designed to accommodate multiple users. <br />14. A condition of approval for any tower application shall <br />be that the tower shall be available for other parties <br />and interests. This shall be acknowledged in a written <br />agreement between the applicant and the County, on a form <br />acceptable to the county attorney's office, that will run <br />with the land. <br />The tower's determined fall radius extends beyond the limits <br />i of the parcel formally leased by BellSouth Mobility, Inc., <br />..of <br />the surrounding County owned property. This is <br />effectively acknowledged in the County's lease to BellSouth <br />Mobility; however, staff recommends that the Board of County <br />Commissioners formally acknowledge this again with its <br />consideration of this item. `The applicant, with the County's <br />acknowledgement that the fall radius extends onto its <br />property, has effectively demonstrated that all of the <br />specific land use criteria have been satisfied. <br />17. Planning and Zoning Commission - Decision and Recommendation: <br />The Planning and Zoning Commission considered this item in a <br />formal public hearing on April 11, 1991. A copy of the agenda <br />item presented by staff is attached (Please see Attachment <br />#6). At that meeting, the Planning and Zoning Commission <br />recommended that the Board approve the special exception use <br />with the conditions referenced in the recommendations section <br />of this report. The Planning and Zoning Commission also <br />approved the project site plan conditioned upon the Board's <br />approval of the special exception use. Final approved minutes <br />of the Planning and Zoning Commission meeting are not <br />available at this time. <br />32 <br />
