MAIC x`11991 <br />Future Land Use Pattern <br />The subject property is labelled as "park" on the <br />commercial/industrial corridor map, that map serving as a <br />supplement to the land use map in the comprehensive plan. In <br />reviewing that map, it appears that the subject property is located <br />within the corridor. Although the corridor boundary appears to <br />include the subject property, staff feels that the subject property <br />was not located in the corridor, but instead. set off from the <br />residentially (M-2) designated area adjacent to the corridor to <br />reflect its park use. Based upon this determination, staff has <br />'concluded that the subject property has an M-2 land use <br />'designation. The properties north and east also share this land <br />use designation. The properties to the south and west lie within <br />,the U.S. $1 Commercial/ Industrial Corridor (Vero Beach to South <br />.Relief Canal). <br />Environment <br />The property is not designated a <br />environmentally sensitive by the <br />within a floodplain as identified <br />Maps (FIRM).. <br />Utilities and Services <br />environmentally important or <br />comprehensive plan, nor is it <br />by the Flood Insurance Rating <br />The site is within the urban service area of the county; however, <br />water and sewer lines do not extend to the site. <br />Transportation System <br />According to Plat Book 5, page 63, 7th Court was designated as a <br />subdivision road linking up to 15th Street, adjacent to the subject <br />property. Since that time, the Unit II plat has been vacated, <br />including the road rights-of-way. Therefore, 7th Court and 15th <br />Street in Unit II no longer exist. The paved portion of 15th <br />Street begins at 6th Avenue and ends at lots 4 and 6 in Sunshine <br />Quality Homes, Unit I. Fifteenth Street is designated as a <br />subdivision road beginning at 6th Avenue and ending at lots 1 and <br />4 of Sunshine Quality Homes, Unit II. <br />ALTERNATIVES AND ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the potential impacts on surrounding areas, <br />potential impacts on services and facilities, consistency with the <br />comprehensive plan and any significant adverse impacts on <br />environmental' quality. ' This section will also consider <br />alternatives for development of the site. <br />Concurrency Determination for the Public Facilities <br />This site is located within the county Urban Service Area (USA), an <br />area deemed suited for urban scale development. The comprehensive -- <br />plan establishes standards for: Transportation, Potable Water, <br />Wastewater, Solid Waste, Drainage and Recreation. The adequate <br />provision of these services is necessary to ensure the continued <br />quality of life enjoyed by the community. The comprehensive plan <br />and Land Development Regulations also require that new development <br />be reviewed to ensure that the minimum acceptable standards for <br />these services and facilities are maintained. <br />- Transportation <br />Fifteenth Street, or the road connecting the parcel to 6th Avenue, <br />is a local road not on the Thoroughfare Plan Map.
