Chapter 3 <br />Performance Evaluation <br />3.1 Introduction <br />This chapter summarizes the results of the performance evaluation of Indian River County's fixed <br />route (GoLine) and demand response (Community Coach) systems operated by Senior Resource <br />Association, Inc. The performance evaluation was conducted using a sample of peer systems that <br />have operating characteristics similar to GoLine and Community Coach and serve areas with <br />demographics similar to those of Indian River County. <br />3.1.1 Purpose of a Performance Review <br />A performance review is one method of evaluating transit performance and consists of those <br />aspects of the transit agency's operation that can be measured quantitatively with data from a <br />standard reporting instrument, in this case the National Transit Database (NTD). A <br />performance review does not, however, provide insight into the quality of service or the level <br />of passenger satisfaction. On -board surveys and other public involvement activities are used <br />to complement the performance review. <br />The performance review does not distinguish between certain aspects of performance that are <br />within the control of the agency and those that are not. Local policy decisions on land use, <br />zoning, and parking, for example, often dictate the types and levels of service best suited for <br />the community. Operating expense is one performance measure used in this analysis. <br />Operating expenses can vary greatly between transit systems based on work rules and <br />collective bargaining agreements. <br />3.1.2 National Transit Database <br />To receive federal funds, transit agencies are required to report a variety of data in a <br />standardized format to the Federal Transit Administration (FTA).
