Van Fleet Water Production Facility Improvements BVP 13-196 <br /> SECTION 2 - SUBMITTAL REQUIREMENTS AND EVALUATION <br /> CRITERIA <br /> 2.0 OVERVIEW <br /> The BV Submittal is made up of the Project Approach Plan& Project Schedule, Risk <br /> Assessment Plan, and Value Added Plan. <br /> The County will review each Submittal it receives in response to this Solicitation for <br /> responsiveness, completeness, signatures, and all required data before accepting the Submittal <br /> for further review and consideration. The County will evaluate Submittals against the evaluation <br /> criteria, in Section 2.2 Evaluation Criteria, for the degree to which each Submittal meets the <br /> criteria as specifically requested in the Attachments. <br /> The County shall score each Submittal against the evaluation criteria in its sole discretion and, if <br /> the County awards a contract, it will award the contract to the BV Contractor whose Submittal is <br /> the most advantageous to the County as determined by the County in its sole discretion. <br /> BEST VALUE PROCESS <br /> The BVP is a procurement selection method which permits government entities to make a <br /> selection based on performance, experience, cost, and expertise. The Contractor is afforded the <br /> opportunity to demonstrate their ability to perform the Scope of Work based on past performance <br /> in like Projects and current understanding of the needs of the Project for which the Solicitation is <br /> being issued. The BVP can be considered as having four distinct stages. <br /> Selection: The first stage of the BVP is the selection process that focuses on the Contractor's <br /> ability to differentiate itself from other Contractors based upon the Contractor's ability to <br /> identify, prioritize, and minimize risks, to add differential value to the County's Project, and to <br /> show a high level of past performance on behalf of the Contractor's other clients. Instead of <br /> focusing on stated minimum expectations of Project performance, the County's use of the BVP <br /> allows Contractors to compete based on the value each Contractor can contribute to a Project and <br /> the Contractor's ability to maximize the County's satisfaction. Consequently, a Contractor's <br /> Submittal should be brief, should differentiate the Contractor's Project Approach(as described in <br /> Section 2.5, below) from its competitors, and allow the County to make a data-based decision on <br /> which Contractor Submittal would provide the best value for the County. It is imperative that <br /> each Contractor understand that, if the Contractor is selected, the content of its Submittal and the <br /> commitments made during any Interview conducted pursuant to Section 3.2, below, will become <br /> part of the contract to construct the Project. <br /> Pre-Award Phase: The second stage of the BVP is the Pre-Award Phase that occurs after the <br /> County has selected a potential Best Value Contractor, but prior to the County's award of a <br /> contract to construct the Project. The Pre-Award Phase consists of two (2) elements. In the first <br /> element of the Pre-Award Phase, the County will announce the potential Best Value Contractor. <br /> The decision to invite a Contractor to the Pre-Award Phase is the Best Value Process procedural <br /> equivalent to the County's initial award of a bid solicitation or a request for proposal solicitation. <br /> Any Contractor participating in this Solicitation who believes it is adversely affected by the <br /> County's decision with respect to the Best Value Solicitation may file a written notice of intent <br /> to file a protest with the Procurement Director in accordance with the County's Protest <br /> Procedures. Failure to follow the protest procedure requirements as established by the County <br /> 8 <br />
