Van Fleet Water Production Facility Improvements BVP 13-196 <br /> If a contract is being funded in whole or in part by assistance of any federal, state or local agency <br /> which disallows this form of preference, the County will adhere to those requirements by not <br /> applying this section. <br /> 2.5 PROJECT APPROACH PLAN& PROJECT SCHEDULE <br /> The purpose of the Project Approach (PA) Plan is to itemize the steps required to complete <br /> construction of the Project. The Contractor should list all the major milestones it anticipates <br /> during construction. The milestones listed within this Plan should mirror the Project Schedule. <br /> The PA Plan&Project Schedule serves several purposes, including; <br /> a) Purpose of PA Plan&Project Schedule <br /> • Assist the County in prioritizing Contractors Submittals based on their ability to <br /> understand and deliver the Project. <br /> • Assist the Contractor in planning what it is going to do before Project <br /> commencement. <br /> • Provide high performing Contractors the opportunity to differentiate themselves <br /> from their competitors due to their experience and expertise by using verifiable <br /> performance metrics. <br /> b) PA Plan &Project Schedule Format Requirements <br /> • PA Plan&Project Schedule must not contain any names that can be used to <br /> identify who the Contractor is(such as firm names, personnel names, Project <br /> names,or product names). <br /> • The PA Plan& Project Schedule must not include the proposed cost or proposed <br /> duration that the Contractor has identified in the Submittal Form. <br /> • All templates are included in this Solicitation. The documents should be used by <br /> all Contractors. Contractors should not re-create, re-format, or modify the <br /> templates in any manner. Contractors should type their responses on the Word <br /> template provided. <br /> • The PA Plan&Project Schedule(whether the pages are blank or filled) must not <br /> exceed 4 pages(front side of page only). <br /> • The PA Plan&Project Schedule shall not contain any marketing information. <br /> The PA Plan&Project Schedule should be used to prove to the County that the <br /> Contractor has expertise for the specific Project being proposed. <br /> C) Project Approach(PA)Plan: The PA Plan will allow a Contractor to differentiate its <br /> approach to meet the requirements of this Project with a plan that meets time and cost <br /> goals. The Contractor should also identify its "vision" or"plan" on the alignment of <br /> their expertise over the duration of the Project, minimizing all anticipated risks under its <br /> control. All cost and schedule impacts associated with technical capabilities listed in the <br /> PA Plan must be included in your base cost/schedule. Base Cost is comprised of the <br /> value of the Project before any value added options are accepted by the County. <br /> Contractors shall use Attachment C, Project Approach Plan template when completing <br /> this portion of the PA Plan&Project Schedule(2 pages, 8 1/2X 11 only, no names, <br /> pictures, or color, etc.). <br /> d) Project Schedule: Provide a two(2)page Project Schedule,which clearly conveys <br /> milestones, design activities,permitting processes,the County's approval process, <br /> 11 <br /> 1.7 Z. <br />
